Survivors include his widow, Marie (Sullivan) and one son, Jack. Funeral arrangements were incomplete at the Peter M Justen & Son chapel at press time. RALPH IIRNCAR Ralph Hrncar, 52, of 4908 Fountain Lane, McCullom l^ake, died Wednesday, April 26, at McHenry hospital after a short illness He was born May 3, 1925, in Chicago, the son of Stephen and Katarina Vrlak Hrncar. A horse trainer by profession, he was employed by many stables in the midwest and east coast. Among his survivors are his mother, Katrina Hrncar Stastny, McCullom l^ake, one sister, Mrs. James (Mildred) Paul, Medford, Conn.; two brothers, Stephen Hrncar, Jr., Woodstock, and Joseph Stastny, Brookfield; two nieces and two nephews. He was preceded in death by his father, Stephen Hrncar, Sr., and his step-father, Joseph Stastny. Visitation will be held Friday from 6 to 9 p.m. at the George R Justen and son funeral home. Rev. Fr Harlan Clap saddle of St. Mary's will give the Catholic blessing Saturday morning at 9:30. STAFF PHOTOS-WAYNE GAYLORD Fund Raising For Transportation end a quarrel There was retelling of old news and disclosure of new happenings, and in both cases the 150 listeners were attentive Saturday night. Included in the d i s c u s s i o n w a s a n a n ­ nouncement of a new fight against the Regional Tran­ sportation Authority and an announcement of para-transit services to begin in McHenry county, probably within the next three years. It was the McHenry County j , C i t i z e n s T r a n s p o r t a t i o n committee fund raiser dinner, with a theme of "Get McHenry County Rolling". The group raised a reported $500 which is to be used toward assisting McHenry county either to be removed from the RTA district or to get the transportation which the citizens feel is needed, not merely what the RTA staff has determined McHenry county needs. One of the efforts conducted by the committee is a letter writing campaign to various statewide groups and elected officials, telling of the amounts of monies being taken away from roads and education because it is given to the RTA from the state's General fund. C.W. Coons of Woodstock, who is chairman of the com­ mittee, said a number of responses had been received. The defined "rip-off" of state funds by the RTA was also noted by both Cal Skinner, Sr., and State Rep Cal Skinner, Jr. County board member, Skin­ ner, Sr., gave a history of the RTA from its beginning noting that McHenry county was in­ cluded because of its inclusion in the federal Chicago Standard Metropolitan Statistical area. State Rep. Skinner noted some of the data promoted when the RTA was created and he and others formed the "kNOw RTA." He pointed out that at the time, the group estimated that 73 percent of the funding would be going to Chicago Transit authority. He said that figure was incorrect as it's more like 79.8 percent This is according to figures obtained from funds paid by the RTA The state representative also said motorists who have no other means of transportation than the auto, are subsidizing the railroad commuters who are shown to be 75 percent above the average wage earner in McHenry county. State Senator Jack Schaffer, another of the speakers, noted how the Chicago media had ignored some of the news relating to the RTA which had been battled in the Senate He noted that the Senate leadership will not now allow any bills on the RTA out of committee because they fear that he or some of the other collar county legislators will amend them to permit McHenry county to be removed from the RTA Schaffer expressed a more or less optimistic note that there are more and more legislators b e c o m i n g s y m p a t h e t i c w i t h this idea. Two of the RTA board members were also on hand, Jerry Boose of St. Charles and Richard Newland of Waukegan Both noted how they are among the minority on the board trying to obtain good transportation for the suburban areas. They also indicated their dislike for the lack of fairness experienced for such areas as McHenry county, coin pared to Chicago. 'i_ Both board members pointed out that there is good bus service for suburban Cook county and McHenry county's is scheduled to begin May 20. Newland expressed some of his dislike for happenings on the RTA board. One example was the reported plans of Board Chairman Milton Pikarsky to hire Mitchell Ware as security and affirmative action director." Newland said the board has not been told of the plan. Besides, he noted there is already a person hired for security but he has not been given funds or staff with which to work. Board Member Newland told the group there would be a battle at budget time over this aspect. As to the future, Rep. Skinner said that he and Car- pentersville Mayor Orville Brettman were organizing a door-to-door campaign against the RTA He explained the group would be raising funds and signatures to fight the RTA As another part of the attack, there is the possibility of a lawsuit against the RTA and the board regarding the recent expenduture of $13 million by the staff, but not being able to tell exactly where it has been spent. The staff members of RTA have said it was spent on transportation subsidies, but because of railroads running through more than one tran­ sportation area of the RTA district, a formula is required to determine how much goes to a particular area. That formula has not been worked out as yet, the staff and board members say. McHenry County Board Chairman Richard Klemm explained how the county Transportation committee had requested input from the various communities as to what transportation was desired. He noted that all municipalities in the county had been requested to provide this information but only one had responded. Klemm also noted that a "watchdog committee" is to be formed which was part of the resolution adopted by the McHenry County board regarding RTA transportation in the county. The group as a whole did not comment on the plans that Skinner announced regarding a door-to-door campaign or the lawsuit. RTA Board Members Newland and Boose indicated they were not sure that such a lawsuit could get anywhere, especially if it has, to be con­ ducted in Cook county, as has been the case in other lawsuits filed. Sr PLAN FIZICAL FESTIVAL - Easter Seal board members, left to right, Fred Mann of Wonder Lake. Jan Nigg of Algonquin and Bob Boring of Woodstock have begun the initial planning stage for a Fantastic Fizical festival, setting the third Saturday In June as a day for play, to be held at the Woodstock city park. Fizical festival will be based on New Games, a concept farm the New Games foundation of San Francisco, Calif. Sideline activities will have craft and art stalls, kissing booths, an after games dance, and much more. The festival will be designed for everyone, from children to adults. Picnic baskets are encouraged, but there will be a food concession. Conduct Land Use Survey The l^and l)se sub-committee of the Planning and Zoning committee of the McHenry County board has announced that the staff of the McHenry county Regional Planning commission will be conducting a county-wide land use survey during the remainder of April and May. The purpose of the survey is to update existing land use information. The land use data will be used to revise the McHenry County Land Use plan. Each township in the county will be surveyed and mapped. Staff members conducting the survey will be identified by signs attached to their cars reading "Land Use Survey- McHenry County Regional Planning commission". Important Committees Selected In District *15 Committees in important areas of planning were named by President M. David Cain of Elementary School District 15 following executive session of the board Tuesday night. Bob Thornton was named chairman of the Finance, Personnel and Negotiations committee, along with mem­ bers, Garv Lockwood. Tim Althoff and Frances 1 .arson Lockwood will head the Negotiations sub-committee, serving with Mrs. I>arsen and Thornton. The Transportation com­ mittee has as chairman Tim Althoff, who will be working with Cain. Anna Mae Cuda'is chairman of the Planning & Building committee, serving with Althoff and Dorothy Vick. Mrs. Vick was named chairman of the Public Relations committee and Mrs. Cuda is the other member. Auxiliary Notes From V.F.W. The Ladies auxiliary to Veterans of Foreign Wars post 4600 concentrate their efforts throughout the year to make the public aware of the organization, its services and programs. The programs are many and varied; however, they all are aimed toward the veteran, whether he be hospitalized or not, the veterans' family, the youth of the community and patriotism. May l was originated as Loyalty day by the Veterans of Foreign Wars and was made official by act of congress in 1958. The Legislative program has aided the passage of bills to benefit the veterans and his family. It has also discouraged the giving away of the Panama Canal. Poppy day, which is observed annually, aids the hospitalized veteran and the children at the Veterans of Foreign Wars National home in Eaton Rapids, Mich., financially. The hospitalized veteran benefits by this program through rehabilitation by giving him a project to keep his mind and hands occupied in the assembly of the poppy. The Americanism program promotes the distribution of American flags to not-for-profit youth organizations and schools. Pamphlets on flag etiquette and other patriotic materials are also made available. Among the community services provided by the local auxiliary are the luncheons served for bereaved families following funerals, volun­ teering to transport people in the community and providing aid for members of the com­ munity following or during a disaster, whether it be one or more families. Sick room and convalescent equipment is available to the residents in the community. Items such as crutches, wheelchairs, canes, commodes or a hospital bed can be used free of any charge as they are available through the rehabilitation program. The hospital program provides volunteers who visit the Veterans administration hospital of North Chicago on a regular weekly or monthly basis. Those who volunteer their services at the hospital provide assistance to patients in craft projects, serve as escorts in the hospital, visit with patients and accompany them on field trips. Other members volunteer their time to the hospitalized veteran by making lap robes, scuffles and utility bags. Through the Youth Activities and Voice of Democracy program, students who are sophomores, juniors or seniors of the high schools are given an opportunity to enter the annual essay contest which is spon­ sored throughout the nation by Veteran of Foreign Wars posts and their Ladies auxiliaries. In addition. Girl Scouts, Brownies, Boy Scouts, Cub Scouts, athletic groups and other youth organizations are given financial assistance. The national president of the Ladies auxiliary has as her theme for 1977-1978, "Joy of Service". Taxing Time An income fax form is like a laundry list--either way, you lose your shirt. McllENRY HOSPITAL Jason Michael is the name selected by Mr. and Mrs. Mike Lamz of 807 Southgate, McHenry, for their first child. He was born April 16 in McHenry hospital, weighing 9 lbs., 9>z oz., and measured 20'* inches. Maternal grandparents are Mr. and Mrs. Loren Pingleton and the paternal grandmother, Mrs. Robert Lamz, all of McHenry. The late Robert Lamz is the paternal grandfather.
