May 3,1978) Legal Notice McHenry Shores Ordinance No. 71 ORDINANCE NO. 71 WHEREAS, since its in­ corporation as a Village in the year 1972, the Village of McHenry Shores has ex­ perienced a rapid and con­ tinued increase in its population due, in part, to the development of previously vacant land within the jurisdiction of the Village; and WHEREAS, it has become evident that such growth will continue into the future; and WHEREAS, such continued growth has caused, and will continue to cause, increased demand for municipal facilities and services; and WHEREAS, the public in­ terest, convenience, health, welfare, and safety require that appropriate and adequate physical facilities be provided to nouse the municipal agencies serving the residents of the Village: and, WHEREAS, the increased need for these facilities is directly attributable to the increased population arising out of new residential con­ struction; and WHEREAS, it has been determined, and it is hereby declared, that it is urgent that this Ordinance take effect immediately upon its passage and approval. NOW\ THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF McHENRY S H O R E S , M c H E N R Y COUNTY, ILLINOIS, AS FOLLOWS: Section I - DEFINITION - DWELLING The term "dwelling unit" as used in this Ordinance, shall include single family residence, town house, con­ dominium unit, or apartment unit. Section II • CONTRIBUTION REQUIRED Prior to the issuance of any building permit for con­ struction of a dwelling unit within the Village, the person applying for said permit shall deposit with the village Clerk the sum of five hundred ($500.00) dollars per dwelling it shall be issued Village in a special fund to be known as the Capital Im­ provement Fund for the Village of McHenrv Shores to be, used for the eventual construction of new municipal building Section IV - / FUND The revenues collected pursuant to this Ordinance may be supplemented by other revenues collected for purposes of capital improvement pur­ suant to statutory authority. Section V - SEVERABILITY If any provision of this Or­ dinance, or the application thereof to any person or cir­ cumstance is declared invalid by a court of competent jurisdiction, such partial in­ validity shall not affect other provisions or applications of this Ordinance, which can be given effect without the invalid provision, and to this extent, the provisions of this Ordinance are declared to be severable. Section VI - EFFECTIVE DATE This Ordinance shall be in full force and effect im­ mediately upon its passage and approval according to law. Plans for a Scholarship for Environmental Studies were finalized by the McHenry County Defenders at its board meeting held in April. This annual grant of $500 will be known as the Alta Rush Titus Scholarship for Environmental Studies and purposes to en­ courage meritorious students to continue their education in this field. The first award will be available for the school year 1978-79. The scholarship is open to college juniors, seniors or graduate students who are legal residents of McHenry County, Illinois. Selection will be based on academic record, character, ability to succeed, leadership ability and variety of avocation. The applicant must be enrolled in an ac­ credited U.S. college or university, be a full-time student during the period of the scholarship, be taking a major in or working toward a degree in the general field of en­ vironmental sciences and should have a scholastic average of B or better. Holding other scholarships will not exclude the applicant from this award. The grant honOrs Alta Rush Titus of 28 Esther street, Crystal Lake, for her life-long concern for environmental problems in the state of Illinois. She was awarded the Federal Environmental Protection Agency's Environmental Quality Award in 1977 for her work in land preservation. Mr. Petrakis was the leading nominee for the National Book award in 1965 and 1966 for his volume of short stories "Pericles on 31st Street", and "A Dream of Kings", a best- Crystal Lake watershed. She works as a member of the Board of McHenry County Defenders, the Audubon club, the Crystal Lake Garden club, and various other groups in their con­ servation efforts.
