Prospect, hopes he can convince people in general, and legislators in particular, there is a way to solve the increasing problem of overpopulation of animals and their destruction. He does not mince words, and says an overpopulation of irresponsible pet owners, backyard breeders, and others who see a chance to make money from breeding are responsible for the over population of dogs and cats. Society of St. Francis acts as a clearing house for lost and found dogs and cats, seeking to restore them to their owners. Bob Frank, director of the organization he founded in August of 1975, is also a director of the Animal Protective association, Chicago; a director of Tree House, Chicago, and served on the board of directors of the Illinois State Federation of Humane societies. He has arguments and facts to support his proposition that something can be done about the problem. For this reason we plan to run a series quoting his views beginning with this article. First, the problems: "This year alone, 15 million surplus dogs and cats will be shot, electrocuted, gassed, suffocated, and injected with poisons to the tune of a half billion dollars. Taxpayers will spend another $2 billion removing animal waste and rounding up strays, and $75 million on rabies control programs, (all of these figures can be expected to escalate along with- the human population). "To those with a healthy respect and reverence for life, there is something terribly obscene about sending a lively intelligent companion animal to its doom, especially so when the victims are eager-to-begin- living baby animals whose eyes shine with trust and optimism for the future they will never have. Yet, for all its inherent ob scenity, oblivion is almost unanimously considered the most humane way of dealing with the problem of unwanted animals, certainly preferable to street life where each day dawns with a gigantic question mark about survival: 'What will I find to eat? Where can I go to escape sub-zero weather? Who will help me if I'm badly injured by an auto or street gang?' At least death is final; there are no question marks. "Ironically, many of the nation's animal shelters that have traditionally offered sanctuary to homeless pets have been placed in the bizarre position of destroying 80 per cent of the lives they were established to protect! Not their fault, really - the pet- owning public gave them no choice. A truly tragic dilem ma." Come on, folks, lend Helping Paws a helping hand June 3 for the Crystal Lake tag day. We sure could use your help for just an hour or more if you can give it. The more people we have, the more donations received. It's easy and it's fun.
