If anyone has a large locker or storage cabinet with at least some shelves, or if you know of where we can obtain one for a reasonable price, please call me v CONSERVATION CLUB The next meeting of the McCullom Lake Conservation club is scheduled for Thursday, July 20, at 8 p.m., at the Spojnia camp building Anyone in­ terested in the welfare of the lake, wifif even a little time to spend working on projects, is urged to attend. Even if you don't have time to volunteer, your support is needed to keep the club going strong. As you know, the Conservation club is and has been sponsoring the dredging operation that will ultimately make our lake the lovely body of water it used to be. This project should be of concern to residents on all sides of tne^ake, so show you care by attending the meeting. Harriet Hammer has in­ formed me that there is still time to get your recipes in for the new Volume II cookbook. At least one hundred more recipes are needed to make the book a success. 5Please, take a few minutes to jot down your favorites or the specialties of your house, and get them to any member of the Conservation club, or get them to me and I'll make sure Harriet receives them. PICNICTIME The Ladies of the Lake will be celebrating summer Thursday, July 13, with their annual picnic The gathering will be held at the home of President Barb Reiter, whether it is niqe or not-so-nice outside. They'll nail your political scalp to the wall. In California last week, the voters in the San Juan school district near Sacramento began circulating recall petitions on the four school board members who decided to spend $1,000 of the district's tax dollars to join a lawsuit challenging Proposition 13. The suit is one of eight filed to test 13's constitutionality and four of the suits have been filed on behalf of public agencies. One, by a group of northern California county boards of supervisors, lost in two of the counties when angry voters threatened to recall the supervisors. In Los Angeles a "watchdog" group, the Citizens Permanent committee on the Recall of Public Officials, has been formed to keep an eye on of­ ficials "who are pushing for new taxes and fees to replace property tax revenues lost through the (Jarvis-Gsnn) amendment." Its most potent weapon is the computerized list of the million-and-a-half Californians who signed the petitions which put Howard Jarvis' measure on the ballot in the first place. While the tax cut storm rages, the California Supreme court nervously ponders the Suits challenging the legality of the measure which won by 2 to l at the polls. A near majority of the court was appointed by Governor "Jerry" Brown and, by a curious irony of California law, all three must appear on the November ballot for af­ firmation by the voters. If the court strikes down Proposition 13, various pro-Jarvis groups will file their teeth to sharp points and go after the Brown- appointed justices with a well- funded, massive "na," vote campaign. I wouldn't want to -P^AINDEALER be one of those justices under such circumstances, The betting among legal scholars in the state seems to be that the Supreme court will uphold Proposition 13 because the legal points raised against it are not all that strong. The decision is expected soon. Meanwhile, in Washington, President Carter still doesn't seem to understand what is going on around the country. Since Mr Carter had been getting nowhere with Congress on tax matters, he decided to "go over their heads" to "the people." That's okay if you have a rock-solid constituency out there, but Mr. Carter doesn't. According to the latest Harris survey, the president's ability to "inspire confidence" has had a com­ plete reversal, from 62-31 positive in May. 1977 to 64-29 negative in June, 1978 Not only does Carter lack public confidence, but he also risks a confrontation with House Ways & Means Chair­ man Al Uilman Ullman has been holding off calling hearings on the Steiger amendment in order to work out a compromise A majority on the committee is said to favor Steiger, but Rep James R, Jones. D.-Okla ., has come up with a compromise bill which may be acceptable Carter even attacked the Jones bill Thus, the president may find himself on the wrong side of Ullman, who wants to get out in front of his own troops In his attack on capital gain6 tax rate cuts, Mr Carter used two wheezy old arguments One is that the cuts would create "huge tax windfalls for millionaires " While it is true that people with money to in­ vest will benefit most, I have a feeling the man in the street will tell you he doesn't care so long as the measures help the economy and cuts into unemployment and inflation Rep Steiger, in responding to Carter, noted that home owners, retired persons and employees who buy stock in their companies would all benefit directly Mr. Carter also said the Steiger and Jones proposals would be inflationary This conclusion rests on the assumption (one so old it smells of mothballs) that if someone gets a tax cut he will bury the money in a tin can in the backyard, thus depriving the Treasury of revenue - for good The assumption comes from the Treasury department, which has been routinely trotting it out for over half a century, whenever a tax cut has been proposed The president said the proposed cspital gains tax cuts "would add more than $2 billion to the federal deficit " Yet, the Treasury has never gotten as much in revenue since the capital gains rates were hiked sharply in 1969 as it got before The opposite of Carter s prediction is likely to come true if the taxes are cut Because reduced rates will ̂ create in­ centive for fresh investment, the economy will grow and the Treasury will get more, not less, revenue if the Steiger amendment (or, to a lesser extent, the Jones bill) becomes law Congress has sniffed the tax revolt winds and knows just how strong they are Mr Carter had better stick his finger up, too If he doesn't the tornado may hit him and it won't deposit him in the Emerald City of Oz.
