*AGE IS - PLAINDEALFK t WEDNESDAY. JULY 12.1»78 PLA1NDFAKER Editorial Opinion Federal Taxes Though there has been growing sentiment in Congress for several months against income tax reductions, in this election year many solons think they must vote a goody to taxpayers to aid their cause in this fall's election. ' That conclusion does the American people a disservice Polls •how the average American today wants inflation and excessive government spending halted-as first priorities. The budget can't be balanced soon if Congress votes a $20 billion tax cut. That would also accelerate inflation * What should be done is balance the budget by next year by cutting expenditures across the board, by about $20 billions, and keeping income tax rates where they are ^ This kind of fiscal responsibility and restraint would soon save citizens as much, through prices which didn't spiral, as gained temporarily by tax reductions, soon wiped out by continuing inflation Telephone Lies Now comes a telephone voice analyzer, which its makers claim can detect a lie spoken over a telephone The gadget is attached to the receiver and, when (and if) the individual on the other end fibs, signals the fib! This voice stress analyzer measures the voice's inaudible microtremors. Its makers say that's where it's gotcha! One doesn't even sense these voice signals But can it be? Are there microtremors about that the machine can't measure? Is it infallible" And-who needs it? It may be better not to know Junior's Fangs The latest dental advice is to wipe children's gums with gauze once or twice a day, and teach them to use dental flo6s very early in life. If this is done, a new book by a dentist claims children can avoid mo6t cavities The book. 'Your Children's Teeth," by Dr. Stephen Moss, notes that until they are about 9, children can't properly brush their teeth and that parents should do this, or the difficult part, for them. The gauze wipes away from gums the plaque, an invisible film that causes tooth decay Test kits can now be purchased in drug stores containing simple color tests to show if plaque is present In summary, parents need to help children with the care of their teeth until they are capable of doing the job,- competently, themselves, at age 9 or 10 Social Security The Department of Public Aid has announced increases in federal Mit plemental Security Income '^SI) benefits for clients who receive State Supplemental Payments (SSP). The July 1 adjustments are based on March food cost data. The U.S. Department of Agriculture <USDA) by law must adjust food stamp allotments twice a year, Jan. 1 and July 1, in line with food price changes reported by the Bureau of Labor Statistics in the Consumer Price index. Price changes are reflected in the cost of USDA's Thrifty Food plan, which figures how much low-income families must spend each month to purchase a nutritionally adequate diet. Food stamp allotments equal the cost of the Thrifty Food Plan for each household size. Larger stamp allotments mean that income eligibility standards also must be adjusted, Ms. Foreman said. Under current regulations, the limits on monthly net income go up when food stamp allotments are increased. For a family of four, the new monthly net income limit will be $607, up from $580. New food stamp legislation signed last fall by President Carter changes the method for determining food stamp allotments and setting income limits, and eliminates the requirement that households purchase their food stamps. USDA has issued proposed regulations to implement the new law and plans to put these rules into effect by late this year. The table below lists monthly net income limits, effective since July 1, for the forty-eight states and District of Columbia : Pi AIN nr AI.FR Letters to the Editor Public Pulse (TIm Walnd»al»« Invito* Ik* pvMtc »o u*« Hill »hl« column a* an • (prciaion M •fcair vlawt an *vk(act* a( fanaral intaratt In avr community Our only raquott I* Ita tfca wrHartfiva - (Ifnatvra Ml aMra** and phono numkai Wt oik too that ana Indlvldwl not vrrita an tfca *ama >uk|act mora than one* oath month Wa rasarva tha right la 4alata any material which wo condor llbolout or in to.) Weekly Market Report The performance of the stock market is partially a reflection of how American investors feel about the future of their country and action this past week was embarrassing to any self respecting Yankee Doodle Dandy. Stocks had two solid reasons to rally last week and both were ignored. First of all, out of respect to Independence day which may seem a bit chauvinistic but stocks do tend to go up prior to holidays. Secondly, the market entered last week as oversold as we have seen it in at least a year. Our report last Tuesday expressed the opinion that stocks, due to this oversold condition, were ready and willing to rally but we advised waiting to see if they were abfe. Well, with total disregard for that July 4 spirit, a three day rally was very puny and seemed to result from tired sellers rather than any renewed, serious buying. And Friday with a reduced audience the market returned to the downside due to disappointment over nc mber of r ay bui Citibank announced an important unside followthrough. A number of negative fundamental factors did cloud the scene Friday but both haa been widely anticipated Before the opening, Citibank announced an increase in its prime rate to 9 percent and the consumer price ent increase. Monday we should have taken a tip from less compulsive market participants and enjoyed the unofficial holiday by staying home. On very light volume, stocks drifted lower led by continued poor action by the glamour growth symbol, International Business Machine. We continue to believe the market is going into a sideways affair as it waits to see economic-inflation-lnterest rate news slowly evolve over the next several months. Recent market action seems to fit this scenario. We thus are looking to buy steep declines and sell rather quickly in trading accounts with stocks so oversold the downside risk appears modest and thus long term investors should increase buying programs.
