WIMMER Harold P. Wimmer, Evan- ston. joined the staff of the DuPage-McHenry Lung association in Woodstock July 31, as director of hefclth education. He has both Bachelor's and Master's degrees in community health from the University of IUinois in Urbana, is a certified in­ structor in cardio-pulmonary resuscitation and first aid, and has expereince as a teacher and as a certified emergency medical technician Wimmer will conduct the association's program in anti- smoking and air conservation educat ion for schools and community groups, promote public understanding on how to save a choking victim, and will assist the DuPage-McHenry Lung association expand its services to patients including breathing clubs held in area hospitals. Wimmer's first week with the association was spent at "Camp Superkinds" near Peoria, a summer camp for asthmatic children sponsored by lung associations. Six children from DuPage and McHenry counties, ages 74 through 14, received Christmas Seal scholarships for camp attendance where they learned, in the presence of doctors nad therapeutic recreation specialists, how to enjoy camping experiences the same as non-asthmatic children. "We are fortunate in adding to our staff, someone with Mr. Wimmer's background and experience," said Henry B. Harper. James Thompson affixed his signature. The modified school aid formula measure survived its trip through the legislature thanks to a major effort by the Illinois Education association (IEA) to seek compromises among outstate and suburban legislative factions and to urge them to band together. Enactment of the measure constitutes a substantial vic­ tory for outstate and suburban public schol districts in that the state will provide $1,359 biUion in general state aid for the coming year. IEA President Mel Smith reported that teachers throughout the state ap­ preciated the concern evidenced by the governor and legislature in providing ad­ ditional aid to school districts caught in an inflationary spiral. "Hundreds of school districts throughout the state can continue to offer quality education because the governor and the legislators have recognized the seriousness of problems facing education today," Smith explained. "I am pleased that the IEA and its teacher-members played a vital role in bringing the needs of the educational community to the attention of Illinois lawmakers." Enactment of the school aid distributive bill was made possible by a strong coalition of outstate and suburban Republicans and Democrats who banded together to achieve a significant victory for the equalization of state funding for education, according to the IEA leader. Major provisions include; A raise from $1260 to $1293 per pupil in state funding guarantee. -A 90 percent hold-harmless feature which guarantees that school districts will receive at least 90 percent of the previous year's entitlement A modification of the weighting factor for Title I which covers disadvantaged children, providing additional funds for suburban and outstate school districts. "This modification of the distributive formula will correct a longstanding inequity in distribution of state school aid." Smith indicated. "This aid is crucial to more than 600 school districts facing the dual pressures of inflation and a school aid system that does not fully compensate districts which experienced drastic increases in assessed valuation " State's Coal Reserves A new Illinois State Geological report recently completed on surface-mutable coal reserves in Illinois in­ dicates that about 6 billion tons of coal in the ground are classified as minable.
