The grants, which are made available through Title IV of the federal Elementary and Secondary Education act, are awarded in two major classifications: 1) -innovative projects designed to support new solutions in education and, 2)-diffusion projects designed to spread the use of proven programs among Illinois school systems. Also qualifying for Title IV funding are proposals to establish seven Illinois centers for Educational Im-« provement, and regional units that would fill local district needs for supplementary educational services. Among eighty-nine grants approved by the state board, twenty for projects dealing with reading, writing, language and math-basic skill areas which the. board has identified as a priority concern. State Superintendent of education Joseph M. Cronin said, "The grant selections indicate not only the state board of education's com­ mitment to basic education, but also its attention to other emerging needs. "Some of the projects," he said, "point to the growing need for citizens to know more about energy *and the environment. Several others suggest techniques for educating handicapped children and understanding their unique needs. Picking Garden Produce - Jim Fizzell, Horticulturist for the University of Illinois gave me a few tips on picking garden crops that I thought I'd share with you. Pick beans when pods are 3-5 inches long and smooth. Summer squash should be picked before they become too large and seedy. When the fruit is hard to puncture with your fingernail, the fruit is getting over-ripe Watermelons are much harder to detect. If you can tell the difference between a ringing and a "thud", thump the melon. If it "says" thud, pick it. His squadron's Hong Kong port visit was part of the Seventh fleet's mission of presenting goodwill in the Western Pacific area. Attack Squadron 196's remaining schedule calls for participation in training exercises with other Seventh fleet units and those of allied nations. Of the eighty-nine grants, nine are for first-year in­ novative projects and seven are for programs new to the Illinois Diffusion network, the system used to encourage program adoptions by other districts. Five are planning grants that enable school districts to develop proposals for sub­ sequent innovative projects. The remaihing grants are for continuations of existing in­ novative and diffusion programs and for the Centers for Educational Improvement. Superintendent Cronin ter­ med the Illinois Diffusion network "an effective device for upgrading school programs in areas needing attention. It serves as a prime source of help to educators in meeting local needs with programs that offer cost effectiveness as well as demonstrated quality. . "Acceptance of the network programs has been excellent," according to Cronin. "In the three years since the network was established, none of its programs has yet outlived its usefulness," he explained. To date there have been 566 adoptions of the original dif­ fusion programs. Another 406 adoptions are projected for the 1978-79 school year. Nine Diffusion fairs are scheduled for this fall to en­ courage even more adoptions. They will be conducted between Sept. 13 and Nov. 16 by program service teams of the state education agency at locations throughout Illinois. Programs become eligible for the diffusion network when their merit hfs been validated by an assessment of educators associated with neither the affected districts nor the state board of education. Innovative project grants also are based on reviews by teams of educators not associated with the state office. In both cases recommendations for grants are m&de to the State Board by the Title IV ESEA Advisory Council. The advisory council also submitted recommendations to the state board for funding the seven educational im­ provement centers. These regional centers, to be ad­ ministered by five school districts and two education service region offices, will be sources for services not presently available to most districts in sufficient quantity or quality Through the centers, school systems will receive assistance in conducting needs assessments, locating ap­ propriate resources, providing inservice training and con­ ducting other activities.
