Update On Tax Problems Program <&>&• • V# Hairdressers, nationwide. It's been over a year since the Internal Revenue Service began solving special tax problems through a program called Problem Resolution. Dubbed "PRP" for Problem Resolution Program, the new office was created to help taxpayers obtain action on problems they are not able to settle through normal IRS channels. Over the past year, more than 50,000 taxpayers have called or visited PRP personnel in order to solve seemingly unsolvable problems with the IRS. Many of these taxpayers were concerned about such things as the status of an audit or where an account stood in the collection process. Problems with refund checks also ranked high on the inquiry list. Although the difficulties handled by PRP varied, most had one thing in common - they were questions usually settled through normal channels, but for some reason these channels had broken down. The break downs weren't frequent, considering the number of contacts IRS personnel make with taxpayers every year. But they were frustrating to the taxpayers who were tangled up in one of the procedural failures. Generally, the reasons for the breakdowns are pretty basic. There are over 85,000 people working for the Internal Revenue Service. Most of these persons deal directly with taxpayers-answering questions (28.5 million last year), helping with tax returns, auditing their returns, and collecting delinquent taxes. The sheer numbers themselves mean human error will occur -- such as losing a request for action, or giving out wrong information. It's inevitable. Sometimes lines of com munication fail. To make matters worse, IRS employees deal with technically complex subject matter - namely, taxes. The PRP was set up to help remedy taxpayer frustration when such errors occur PRP is also helping the IRS by E. L. "Buck" Rogers CvFlsml Most folks have heard of the Pearl Islands, but few realize that this former center of the pearl diving industry lies just a few miles off the coast of Panama instead of far off in the South Pacific. This is the place where shapely native lasses dove deep into the clear waters of tropical lagoons to pluck pearl-laden oysters from their beds, and the lure of this wealth at tracted honest traders and an as sortment of seafaring rogues. The Pearl Islands are rich in legend and history, and although pearling has declined, these islands are still as idyllic and beautiful as ever. One of these islands is Conta- dora, so named because it was the place where pearls were counted and sold, now the site of a posh new resort hotel. Native lasses are still as abundant as ever, but today they spend more time sunning in bikinis than diving for oysters. The Contadora Hotel is a 150- room facility which attracts honey moon types and vacationers who seek something different than the usual Hawaii or Miami Beach vaca tion The place is a jewel. It has a sporty par-three golf course, tennis courts, a beautiful pool, miles of palm-lined beaches, and all of the other amenities of a tropical resort. Lacking, however, are brass bands, honking horns, neon lights, and other "civili/ed" do-dads. Conta dora is the place to get away from it all As a south seas paradise it lives up to the nice things that people are saying about it When I visited Contadora re cently. I found the fishing as inter esting as girl watching and spent most of my time exploring the an gling potential of this island group. We used light casting outfits and fished from 24-foot skiffs instead of larger cruisers. As a result we could get close enough to schools of Teeding fish to cast lure> into the melee. Strikes were usually instan taneous. and if three of us had lares in the water we had three fish on at the same time It was the best light tackle action I've encountered in a long time, and, as a result, I feel that Contadora will have wide ap peal for sportsmen as well as sun bathers. The principal species of fish taken in this manner are bonito, mackerel, amberjack. snapper, bar racuda. and an occasional big grouper which engulfs an angler's lure and promptly takes it away from him. Schools of dolphin make this light tackle angling even more sporting, and big wahoo have the capability of stripping all the line from small capacity reels. Sailfish are present throughout most of the year, and during summer and fall so are striped and black marlin Contadora is probably not the vou can Bani-i on It! Pre*enled by STATE BANK OF RICHMOND member F.D.I.C. You know, we're people in a hurry, needing to be some where to do something that needs doing right then. And in our rush, small details often are overlooked. For example, it's surprising how many people fail to sign their checks. Most companies will return them, of course, asking for your signature, but a little attention to check writing would save that small embarrassment. Learn to write a check properly -- and with care. Fill in the date, the payee, the figure for the amount. Then write out the amount in words, beginning at the far left of the line so no one can add "One hundred" or "One thousand" to the amount. This line is known as the "filling," and if there is a disparity between the figures and the amount written, we will pay the amount shown on the filling. Then, sign the check. And don't forget to enter the amount of the check in your records, subtract it from your balance and put down when and to whom the check was written. It only Ukes a moment, and handling your checkbook properly will be a great help in keeping your cheek balance correct. billfish grounds that Panama's Tropic Star Lodge and Club Paci- fico are. but for light tackle angling it is hard to beat. It also isn t as expensive as the other two fishing spots. A six-day/five-night package here costs $370 per person in a party of two. including accommo dations. meals, four half days fish ing. and round-trip air transporta tion from Panama City. As far as saltwater fishing and a tropical is land are concerned. Contadora is a good buy. Contadora is also close. Panama is only 95 minutes from Miami by Braniff jet, and this airline offers two non-stop flights daily from this U.S. gateway. From Panama City, the island is reached by a 20-minute flight, and service is frequent and convenient. In case you're interested, some of the natives still dive for oysters in the tropical lagoons of the Pearl Islands. Cockroaches Because cockroaches are wan derers, they can carry diseases. Surprisingly, they are among the cleanest of insects. If a roach touches a human, the first thing it does after fleeing for safety is clean itself. handle more unusual problems - problems which sometimes reflect quirks in the system itself. It's these kinds of problems which, when brought to the attention of the IRS, can result in procedural and systemic changes. These changes can then ward off future problems for taxpayers. The key to a successful PRP program, of course, is that taxpayers go through normal channels first in attempting to resolve their problems. If such action fails, then the taxpayer contacts the IRS and asks for the Problem Resolution officer. One other point about PRP ~ it is not designed to handle such matters as the integrity of IRS employees, IRS hiring prac tices, disputed technical issues, or tax assessments or ad justments where the matter is under appeal. In such cases, the IRS will refer the taxpayer to the proper office. HOMEOWNER'S lN««d Concr«t« for P a t i o s , S t d a w a l k s , Driveways. Call Accu-Cr«t« Inc.
