After much pointed and heated discussion from most of the aldermen it was the un derstanding that this condition has been brought about byj previous boards having used for necessary expenses the money received by the city treasurer from the county treasurer, received by him from delinquent assessments and for which he did not notify the city treasurer what ac counts to give credit, thus the funds went into the general account and were used rather than being credited to the proper assessment funds. No one seemed to have any means of correcting the troubles or telling exactly who was to blame, or if anyone was at fault, and when the meeting adjourned the problem was no nearer solution than when the meeting was called to order.
