McHenry County college's division chairman for humanities and communications, has been included in the 16th edition of Who's Who in the Midwest. Frank, a well known speaker in the McHenry county area, teaches courses on death education and philosophy at the college, where he has been an instructor since 1973. A Huntley resident who serves as a trustee on that village's board, Frank was named teacher of the year at MCC for 1976-77 and again for 1977-78 He was ordained to the ministry of the Congregational church in 1966, received his PH D from Hastings seminary in Chicago in 1972 < Who's Who in the Midwest is published by Marguis Who's Who. Inc . the publishers of the Who's Who in America In­ dividuals are chosen to be in­ cluded in the reference work for either their individual accomplishments or because of important positions they hold The 16th edition dated 1978-79 includes 18,000 names from Illinois and eleven other states as well as from central Canada Joseph M. Cronin, State Superintendent of Education, Illinois Office of Education, and Jack Witkowsky, chairman, Illinois state board of education, have announced a board-sponsored, statewide public awareness campaign about handicapped children called "Project Love". Its primary purpose is to meet the mandate of "The Education for All Handicapped Children Act," (PL 94-142). Its goal is to seek out those childreh who may have an unidentified handicap and are not receiving special education services as well as those children, and young adults who are handicapped, but are not receiving the appropriate public education entitled to them by law. Sept 1, 1978. Dr Cronin emphasized that while 226,000 children and young adults are presently receiving special education services in Illinois, "we know that there are children, who have not been identified as handicapped, and others who, though handicapped, are not receiving an appropriate education." \ Jack Witkowsky. also an­ nounced that beginning today, Project Love brochures in English and Spanish, radio and TV commercials in English and Spanish, are informing parents throughout the state about this landmark Tegislation, the special education services available to them, and the immediate availability of a Project Love toll free hotline, (800) 942-1224 if they require further information "Parents should be informed that any decision about their child's special education- whether public, private, or residential-must be made with their participation." said Dr Cronin "Assisting them in that decision will be the finest special education task force team in the nation I say this without exaggeration, for Illinois, unlike many other states, has led the nation since 1896 in providing special education services, and. was JVnong the first of the fifty states in 1969 to mandate special educaiton for all han­ dicapped children and young adults, ages 3 through 21." Wendell E. Jones, director of West Suburban Association for Hearing, Orthopedjcally and Visually Impaired, and statewide coordinator of Project Love, explained that when a parent calls the "round the clock" toll free h# line, they will be asked to give their name, address, telephone number, and a brief description of their child's problem The following day. this in­ formation will be relayed to the appropriate local special education director A P roject Love brochure and a letter will be mailed to the caller so they will know the specific person to contact in their geographic area if special education ser­ vices are needed New Bill Aids Working Parents McCullom Lake Mary Jo Farrell 344-1575 Tim Nugent, Worker For the Disabled Tim Nugent has waged a 30- year war against architectural barriers Mr Nugent, a University of Illinois professor, saw a major victory in Dec 1977. At that time, all colleges receiving federal funding had completed plans for making their campuses accessible to the handicapped by 1980 Director of the University's Rehabi li ta ti on- Educa ti on center, Tim Nugent began his battle for the rights of the disabled in 1949, when the school closed its Galesburg campus There were no plans to transfer disabled students to the main Champaign-Urbana campus Professor Nugent and 26 paraplegics staged a wheel- in at the state capitol and won the transfer In the years that followed, he transformed the University of Illinois into a model campus for the 180 disabled students enrolled each year Professor Nugent's background in engineering has helped him design ramps, dormitory furniture and hydraulic lifts to hoist wheelchairs onto the university buses On crisp autumn afternoons he coaches teams in wheelchair football, a game he developed in 1948 Handicapped students benefit from the physical therapy rooms, labs equipped to teach driving with hand controls, showers with folding seats and flexible hoses "He could see that the disabled would become lawyers, parents, school teachers," says Kenneth Clarke, dean of the College of applied Life Studies "Even the handicapped did not think they should go to college Nugent demonstrated it could be done " One person like Tim Nugent, with a vision and the determination to see the vision through, can be a force for good in the lives of thousands A little publicized bill provides added protection for working parents who employ domestic service workers through licensed private em­ ployment agencies, Illinois Department of Labor Director William M Bowling said this week "House Bill 2661 amends the Illinois Private Employment Agencies act to give added protection to persons making use of domestic service workers employed through such agencies," Director Bowling stated Prior to the enactment of HB 2661. Director Bowling pointed out, each agency was required to furnish a bond upon which any injured party could sue for misconduct by the agency, but the act made no provision to protect the agency user from injury through negligence on the part of the agency. "As amended by HB 2661, the Private Employment Agencies act now allows an injured party to sue upon the bond for negligence as well as misconduct," Director Bowling said "It abolishes the defenses of contributory negligence and assumption of the risk in the furnishing of domestic service employees "This is made necessary because employers in the domestic service industry are mostly working class people who rely upon the professional expertise of the agency in checking references and fur­ nishing qualified employees These people seldom request and double check the references themselves," he added The Director of Labor stated that House Bill 2661 "originally arose out of a highly publicized and very heated incident in the Chicago area this past year in which it was alleged that a domestic service agency negligently placed an emotionally disturbed em­ ployee in a home to care for a minor child The employee was found guilty in circuit court of having cruelly beaten a child in the home, and was declared to be emotionally disturbed, however, at that time the in jured party had very little legal recourse against the agency The department took action against the agency involved and, eventually, the agency surrenedered its license and went out of businecs." As amended by 11B 2661, the act also requires annual medical examinations for domestic service workers; streamlines disciplinary hearing procedures by the department; and authorizes the issuance of cease and desist orders to licensed and unlicensed employment agencies | SERVICE NEWS | Sgt. Looking Back, Looking Ahead Even though this summer has been just like lots of others, the Beach Gals have been a busy bunch of ladies this year We have held meetings during the summer months of June, July, and August, something we don't usually do suc­ cessfully, and these meetings have been well attended We had two outings to go bowling, and these have also drawn a number of our gals.
