SUPPLEMENT TO McHENRY PLAINDEALER - PAGE II -FRIDAY, OCTOBER 6,1978 Inspection efforts battle air pollution Lower emissions result from clean air moves now under way in states In an inflation ridden time when everything seems to be going up, there is one problem area that appears to be di minishing. Air pollution from automotive sources is showing a steadilv descending curve. This encouraging trend is largely due to more sophisticated emission control systems developed bv manufacturers and increasing use of inspection programs by governmental agencies. New emission inspection programs are being launched in several regions of the United States. The California South as' Air Basin, involving six counties in the Los Angeles area, officially begins its inspection program on January 1, The area, with its 6.6 million vehicles, initially will require motorists to submit their vehicles for inspection before anv rhanop in rpoivtr'jtinn . .. . change in registration (buy ing a car or moving it into the state). Eventually, all vehi cles will have to undergo in spection before annual re newal of registration. Other itlalea A similar mandatory in spection on change of vehicle ownership is being intro duced in Nevada's Clark and Washoe counties (Las Vegas and Reno are principal cities in these counties). Rhode island begins its mandatory inspection and maintenance program on January I, 1979. All vehicles will have to pass inspection before being licensed. Enter ing voluntary inspection pro grams for the first time are Tampa. Fla., and three Ken tucky counties that border southern Ohio. Programs which have been running for longer periods are beginning to show their effectiveness. Improvement* New Jersey, the first state to require emissions checks for all vehicles, reports a 13 percent improvement in am bient carbon monoxide readings since the program began. Similar success has been reported by Oregon where the Portland area has enjoyed a carbon monoxide reduction of 14 percent and a hydrocarbon reduction of 7 percent during its first in spection cycle. Among other areas pres ently conducting inspection programs are Maricopa (Phoenix) and Pima (Tucson) xcounties in Arizona on a mandatory inspection and maintenance basis, the City *of Chicago on a voluntary basis, and Cincinnati where an inspection sticker is re quired to operate a vehicle. Inspection and mainte nance programs will be re quired for most areas of the country with over 200,(KM) population if these areas are to meet clean air standards established by Congress in 1977. If these communities cannot meet prescribed air quality standards by De cember 31, 1982, then an in spection program will be prescribed Inspection important The U.S. Environmental Protection Agency (EPA) be lieves that current devel opments heighten the im portance of establishing emission inspection pro grams. With current models there is widespread tamper ing with emission control systems. The EPA estimates between 20 and 30 percent of vehicles have altered emis sion control devices. The EPA also claims that about one in every eight car owners whose vehicles re quire no-lead gasoline to pro tect catalytic converters is usinti leaded gas* line. Emis sion inspection would detect these law violators. In addition, new devel opments such as oxygen sen sors that control emission of pollutants and three-way catalysts that neutralize ni trogen oxide will require periodic inspection. Emission inspection programs such as the one in force in Phoenix, Ariz., are paying off in cleaner air. Some observers predict that by the end of 1982 more than 100 areas of the U.S. will require inspection and maintenance programs to make certain pollution control devices developed by car makers are kept in working order.
