Alderman Ernest Schooley of the Fourth ward said that hp felt the grant was not needed, because according to some of his constituents, the police cars were always park ed in the Hornsby parking lot "I take offense to that," PaseneUi stated "I have facts and figures to prove that the squad cars are not there all the time " The chief explained that there was a 20 percent increase in activity this year but the city's crime index had fallen 15 percent He added that accidents had dropped 10 percent, injury accidents were down about 40 percent. "How can police officers sit in a parking lot and do that," Pasenelli questioned "I think you have been misinformed ' Alderman William Bolger made a motion that the city- apply for the grant, but before a vote was taken. Alderman Jerome Rogers asked if Pasenelli could draw up an alternative proposal, which would be fully funded by the city "Sometimes 1 think free money is too expensive " The Council voted to apply for the grant, with Mayor stanek explaining that applying did not necessarily mean the city would have to accept it if it was awarded Alderman Schooley was the only Council member to vote against the measure The possibility of selling revenue bonds to pay for the expansion of the sewer plant was discussed with Donald Gerstad of Residential Development group A legal opinion was being obtained by the citv from Chapman and Cutler in Chicago, to determine if RDG could underwrite the revenue bonds, guaranteeing their payment with an irrevocable letter of credit Gerstad explained that by underwriting the bonds over the ten-year period.
