It will bring welcome cash gift certificates to those fortunate people who visit participating stores. Senior Tax Relief Awaits Senate Action That's how State Rep Cal Skinner. Jr. (R-McHenry county) describes his plan to virtually "solve" the property tax problem facing Illinois seniors. * On Nov 28, the Illinois House voted 148-14 to override the governor's veto of House Bill 2707. Skinner and bill sponsor Rep. Edmund Komowicz <D- Chicago) spearheaded the bipartisan effort. "The bill contains my amendment to rebate everything by which a senior's tax bill exceeds 4 percent of household income up to $650 That amendment also allows seniors receiving from $10,000 to $15,000 a year in household income to apply for tax rebates for the first time. As with those earning less than $10,000, benefits for those becoming eligible Jan. 1 will depend on how high their taxes are when compared with their income from all sources. All of this depends on the Senate's following our lead on the veto, of course," Skinner said "The formula will also rebate everything by which a seniors rental equivalent exceeds 4 percent of household income from all sources," he con­ tinued "Thirty percent of a senior's annual rent is defined as the property tax equivalent." For a senior citizen with an $800 tax bill or rental equivalent (about $222 rent per month) and $5,000 income, this year 's tax rebate would be $400 If House Bill 2707's veto is also overridden by the state Senate, the rebate will jump to $600 next year That means such senior will only have to pay $: or 4 percent of the $5,000 household income for real estate taxes after taking into account the circuit breaker rebate, the lawmaker ex­ plained. Those over 65 earning less than $10,000 may apply for this year's benefits through the end of the year. Application forms may be obtained by contacting Skinner's Crystal Lake office (P.O Box 308). "Governor Thompson vetoed House Bill 2707 in mid-July, citing a lack of money in the budget Within two weeks, his Cost Control Task force reported potential savings of $400 500 million available, if its waste elimination recom­ mendations were im­ plemented," Skinner said.
