Dec. 31. Secretary Dixon said that more than six million sets of license plates will be purchase by Illinois motorists. The new plates, with validating stickers. are designed to last for at least five years under the new multi- year. staggered registration program instituted by Secretary Dixon. It is estimated that the program will save Illinois $21 million, mostly in plate manufacturing costs. Secretary Dixon reminded Illinois motorists that the new license plate package, whether purchased over-the-counter or by mail from Springfield, will include a small sticker in a plastic bag attached to the back of the vehicle iden­ tification card "The blue 1979 sticker for those motorists who purchased the short option 'less than one year's validation) goes in the upper left hand corner of the license plate that is attached to the rear of the automobile." Secretary Dxon said ."The red 1980 sticker given to motorists who purchased the long option (validation for more than one year) goes in the upper righthand corner of the plate, covering the 79," Dixon said After 1980, stickers will be purchased annually at the regular fee of $18 or $30 While almost half of the plates purchased by Illinois motorists will be dispensed over the countcr, many persons have requested that their 1978 numbers be reassigned and others have requested special numbers. Such transactions must be carried out by mail through the Springfield offices with motorists being required to send in their applications and fees prior to Sept :m>. "As a result of our desire to fulfill every motorist's request as near as possible -- because the plates will be on cars for at least five years -- our office has been swamped." Dixon said "We received 325.000 additional special requests for plates, - 1.7 million compared to 1.4 million last year " "Our workers in Springfield are going night and day to put license plates in the mail so they may be delivered to the public by the deadline". Dixon said "The pace is slowed by the necessity of manually placing stickers on the back of the identification cards. As of today, we have mailed 738.504 pairs of plates This time last year, we had mailed slightlv more than one million." Dixon said "Because the plates are made of much more durable material and are almost 3 ounces per pair heavier than the 1978 plates.. postal deliveries may be somewhat slower." Dixon said "These heavier five-year plates also are costing 37.9 cents to mail against 29 4 cents last year But now we are saving 56 cents a pair by doing our own zip-sorting and we will not have this massive plate mailing cost again for at least another five years." Dixon added "However, every Illinois motorist wliKjjrdered license plates within a reasonable time frame for delivery will treceive plates before any deadline is imposed.'
