Thai's ihe advice from Illinois State Police Superintendent Lynn E. Baird. According to Baird, troopers are finding validation stickers everywhere but the proper place on some of the new five- year plates. Because of the staggered registration periods, vehicle owners must attach the EPA Regulations registration sticker them­ selves. The blue 1979 sticker goes in the top left hand corner and the red 1980 sticker should be applied to the upper right hand corner of the rear plate. "We've been advised by the secretary of state's office that a security feature of the sticker will cause it to break into small pieces if an attempt is made to remove it from the plate," Baird said. If owners inadvertently place Ihe sticker in the wrong location they should leave it there or expect to pay $3 for a replacement. Baird noted that since it is a new program his troopers will not be taking enforcement action against persons who attach the sticker improperly. "Our troopers are likely to be stopping motorists to inform them of the error though," Baird said. Report Waste Hauling Rules The Illinois Environmental Protection agency has received word that its proposed special waste hauling regulations were approved for publication by the Illinois Pollution Control board. For the next sixty days, the Illinois Pollution Control board will accept, in writing, questions or comments on this matter. "Special waste" as defined in the regulations in­ cludes pollution control waste, any industrial , waste or hazardous waste. These new waste hauling regulations require a per­ mitting system for all haulers of special waste? a manifest program and a record keeping and reporting requirement which will ensure "cradle to grave" control of all special wastes generated by some 20,000 manufacturers that are sources of industrial waste in Illinois. Chapter 9, special waste hauling regulations, as ap­ proved for publication by the Pollution Control board, will not be finalized until the end of the 60-day public comment period. Chicago. 60606 When the new special waste regulations are fully im­ plemented, the Illinois En­ vironmental Protection agency will be able to pinpoint who and where special waste is generated, and to ascertain whether this waste is being taken to an Illinois EPA per­ mitted and approved landfill, storage site, or treatment facility. In 1976, the known special waste disposed in approved and permitted landfills in Illinois exceeded 2.2 million tons.
