May 1979 provide the electric shock therapy needed to cure the epidemic of schizophrenia that consumed investors in 1978. Emotions reached the breaking point due to the extremes seen in almost everything. Market participants had to try to survive the sharpest two week decline ever experienced by the Dow Industrials; were exalted during the industrials biggest one day advance; trading volume reached new record levels; the dollar was hammered for months and gold soared only to reverse abruptly in November due to the administration's intervention; peace in the Middle East is on one day, off the next and now Iran is threatening to upset both the world's supply of oil as well as precipitate a possible confrontation of some sort between the l7S. and Russia. We have mentioned but a few of the event3 which sorely tested the mental health of stockholders. The institutions have adopted a "who needs them" approach to stocks in order to protect their sanity. Individual investors have recently increased their selling and their depression after the big moves in many smaller companies and casino issues did a round trip. With the dust finally settling on 1978, we see that overall little happened to stock, prices as all the widely watched market averages are about where they were a year ago except for the Dow Utilities which fell under the weight of rising interest rates and unfriendly rate rulings. The market is ending the year with both the bulls an the bears claiming victory in December. We enter 1979 with a world full of critical problems and uncertainties both economic and political. At the same time, stocks are very reasonably priced by historic standards. For two months now the market has traded in a tight range bordered by 780 and 830. We believe it will take a bad bond market to get a heavy selloff going and in our opinion the odds still favor that possibility. We see the Fed forced to tighten cfedit due to inflation and a too strong economy , the prime rate up to at least 13 percent, and long term quality bonds in the 10 to 11 percent area. To get the volume, breadth, and leadership needed to start a new important upleg will require the institutions coming off the sidelines aggressively. No sign of that yet but we will heed the tape and drop our very cautious, defensive approach to the market if it does.
