Helms, originator of the in­ ternational rehabilitation agency for the handicapped and disadvantaged, according to Roland D. Miles, chairman of the board, Abilities Center Goodwill Industries. In Rockford, the event will be observed with an open house. Tours will be available from 9 to 11:30 and 2 to 4 p.m. The public (both individuals and organizations) is invited to visit the Goodwill headquarters at 1907 Kishwaukee street, Rockford, and see the five programs of rehabilitation in action any working day during the year. Goodwill also provides free presentations with colored slides. In cooperation with other agencies, Abilities Center Goodwill Industries provides rehabilitation programs designed to provide work in its sheltered workshop for the severely handicapped and a program of testing, work evaluation, work adjustment, training and hopefully placement to help the trainee achieve a more meaningful and dignified life. Throughout northern Illinois and southern Wisconsin, the donors of the year will be recognized during this time. Also, in several communities throughout the area Goodwill Sunday is being obseved in the Churches. In the 77 years since the foiinding of the first program, Goodwill has reached the an­ nual service figure of 65,000 in the U.S.A. The Abilities Center Goodwill Industries in Rock­ ford has served over 8,500 since 1936 with a daily average of 155 clients. In 1978 the local agency served over 700 people. "Goodwill has provided previously unemployable handicapped persons with the opportunity to learn and earn as they work. The goal is a job for each person in accordance with his or her abilities, not disability," Miles reported. In order to develop the primary mission of Goodwill, the agency has created sub-contract departments to be of service to industry and business. Services are primarily made possible by public donations or repairable clothing, household articles and financial con­ tributions. When applying brakes in any kind of inclement conditions, moderation is always the rule. Never brake too heavily,' and never steer too sharply or ac­ celerate too quickly. Evep when you feel you are losing control of the car, such as in a hydroplaning situation, never brake or steer too sharply. Instead, take your foot off the accelerator apd let your tires regain traction as their revo­ lutions slow. The first rule in any kind of poor weather conditions, of course, is to cut your speed. Also, be sure and Increase the Usual distance of one car length per every 10 miles per hour by at least 50 percent. Slow down at the first sign of precipitation. Remember, the most dangerous time for driv­ ers in rainy conditions is dur­ ing the very beginning sprinkles when oil and dirt on the road combine to create a slick film. Once the rainfall increases, beware of deep puddles. Avoid them as much as safely possi­ ble. But when forced to "ford" wet areas, be sure to drive slowly. Do not stop. You'll end up with no power if you do. Once out of the water, pump your brakes several times to test them. Wetness always af­ fects the good performance of brakes, so be sure and drive ex­ tra carefully. While driving, press gently on the brakes to help them dry more quickly. If your brakes should fail while driving, try to regain con­ trol by gently pumping the brake peddl. It's possible the disorder is temporary and the power will come back. If your brakes fail to respond, ease the parking brake into position and downshift quickly. When driving on snow and ice, be sure you're carrying all the equipment you'll need to cope with adverse road condi­ tions, including chains, sand, a short shovel, blankets, an ice scraper and matches. If you- feel your car start to skid let up on the gas immedi­ ately. Steer in the direction of the skid. Do not apply the brakes. Instead, tap them lightly in short bursts. Hard braking can lock wheels on ice, eliminating their trac­ tion. When this happens, pump your brakes at one-second in­ tervals to release them. If you find yourself suddenly driving on glare ice, slow down either by tapping your brakes or coasting. Accelerate very gently. Always test slipperiness by gently jabbing the brakes or the accelerator depending on the speed you're traveling. If you should get stuck in the snow, shovel paths in front of and behind each wheel.
