Keeping Up With Tax Laws 1978-1979 Everchanging tax rules are often a source of confusion to the individual taxpayer. We are constantly dealing with yearly changes in tax rates, tax tables, deduction guides, and so forth. In order to help with present and future tax planning, the Illinois State Bar association offers the following examples of some income tax changes effective this" year for 1978 * I taxes and next year when 1979 taxes will be due. Standard deduction (now called zero bracket amounts) for 1978 are $2,200 for single persons, increasing to 12,300 in 1979; $3,200 for married per-, sons filing jointly, increasing to $3,400 in 1979; $1,600 for married persons filing separately, increasing to $1,700 in 1979. Personal exemptions remain at $750 for 1978 taxes but will increase to $1,000 for 1979. The general per person tax credit of $35 will be in effect for 1978 but not for 1979. Earned income credit base (low income persons) will be $4,000 in 1978 increasing to $5,000 in 1979. Gasoline tax deductions (nonbusiness) will be allowable in 1978, but not in 1979. Political contributions for 1978 can be taken either as a deduction or a credit. The maximum deduction is $100 ($200 on a joint return). If you choose to take a credit, the credit equals half the con tribution up to a maximum of $25 ($50 on a joint return). For 1979, political contributions must be taken as a credit. A new tax credit of up to $300 will be available to homeowners and renters who insulate, install storm win dows, or use other energy saving devices. To qualify for the credit on your 1978 return, the energy saving measures must have been installed after April 19, 1977. The credit is available for principal residences only.
