In light of last week's elections in Rhodesia, President Carter's advisors on African policy ~ from Andrew Young to the State Department - have put the administration in the embarrassing position of appearing to be opposed to a moderate, democratic course for Rhodesia-Zimbabwe. Foreign observers who went to Rhodesia were virtually unanimous in reporting that the elections were, on balance, fair and free. Terrorist threats to disrupt voting did not materialize and guerrilla leader Joshua Nkomo and Robert Mugabee were reduced to polemicizing and posturing for U.S. television audiences in interviews on "60 Minutes." Voter turnout, according to the Rhodesian government was even greater than expected. It reached 63.9 percent, something for American election day stay-at-homes to ponder. U.S. educated Bishop Abel Muzorewa's party won a heavy majority of the parliamentary seats, although sensitivity to tribal and political patterns will insure cabinet representation by both major black tribes and by Ian Smith's white party. > The president's advisors, ostensibly committed to an "all-party" conference (in­ cluding Nkomo and Mugabee) have steadfastly refused to recognize one very important Rhodesian reality: the guerrillas were determined to rule the country and neither one of them could win an election. Nkomo, the stronger of the two (and backed by Soviet Union funds and arms) is a member of the minority Ndebele tribe. Had he par­ ticipated in free, open elections (and he had been invited to by Smith and the black moderates) he could not have prevailed even if he had gotten all the Ndebele votes - about 15 percent of the population. Mugabee, though a member of the maioritv Shana tribe, simply does not command any significant following within Rhodesia. So, the two are not reduced to a "rule or ruin" posture. If. President Carter's ad­ visors continue to sulk about the Rhodesian election - as they did as soon as the results were known -- the United States will be in the ironic and per­ verted position of encouraging continuation of the bloody civil war by the terrorists. President Carter, on the other hand, if he recognizes the realities involved, can "give peace a chance" by invoking the Case-Javits amendment to lift sanctions against Rhodesia. Along with British support (if Mrs. Thatcher's party wins the May election) this could lead to a drying up of support for the terrorists.
