Jack Schaffer, R-Cary, said the transportation program approved by the General Assembly Thursday "is an extremely unfair plan, particularly for tne residents of Cook county, but it isn't that bad a plan for residents of the 33rd district." Schaffer did not vote for the proposal, explaining: "It is totally unfair to tax persons in one part of the state to support programs that will benefit persons statewide. I find it inconceivable that people residing in suburban Cook county should be forced to pay the same tax as those residing in Chicago. A day of reckoning is going to have tq come when Chicagons with their hundreds of C.T.A. busses and elevated trains are going to have to pay their own wfty.f > The GOP senator continued: "There are some plusses to the program, however. From the standpoint of residents in Boone, DeKalb, Kane and McHenry counties the new transit funding package is better than what we've had." The Assembly voted to repeal the 5 percent gasoline tax to help fund the R.T.A. and replace it with a V4-cent sales tax in the collar counties and a one-cent levy in Cook county. The new program also abolishes state subsidies to the R.T.A. and ends the diversion of about $120 million annually Views from the motor fuel fund to support other government programs. "These funds and those which had previsously been earmarked for the construction of the Crosstown Expressway in Chicago will go into the road fund. The most positive aspect of the overall program is that every resident of Illinois will benefit by the legislature's action to bolster the depleted highway fund," Schaffer said. "A comprehensive four-year road improvement program can be undertaken without an increase in the gasoline tax." Sen Schaffer commended residents of Kane and McHenry counties whose "adamant insistence on a better mass transit funding plan for the collar counties" helped eliminate some of the inequities in the presentJormula. "Were it not for our vocal opposition, all of the counties in the R.T.A. area probably would have been hit with a full one-cent sales tax increase. The people of the collar counties spoke up and let the government know how strongly they objected to the unfair treatment they were receiving. These efforts paid some dividends," Schaffer said. He continued: "R.T.A. supporters told me they analyzed the funding alternatives and concluded that the amount of money they would get with a 1 percent sales tax for the collar counties was not worth the effort." vThe 5 percent R.T.A. jas tax will be repealed effective Oct. 1. Given the fact that residents in the outlying counties will be paying less for the R.T.A. through the sales tax than they were with the gas tax, this program is an improvement for people of the 33rd district," Shaffer added. "No issue has divided the state more than R.T.A. We stiU don't have equity in the suburbs and collar couhties. Because we have become organized, however, the situation is changing. We will be faced with some serious problems in the future and I urge everyone to maintain a concern for what our government is doing," Sen. Schaffer stated. Set Deadlines For Choral Membership Two new members were welcomed into the McHenry Choral club as the singers opened their new season last Monday. A deadline of Sept. 24 has been established for mem­ bership in special featured parts. Choral membership will extend to Oct. 1. The theme has been established for the- holiday program and rehearsal of music to be used for the early December presentation was started this week. All voices are welcome, but there is a special need for tenors. Food Service Workshop "Swing Into Fall", a school food service workshop, will be held Saturday, Sept. 15 from 8 a.m. to 2:30 p.m. at Northwood Junior high school, Woodstock. The workshop is being spon­ sored by the McHenry county affiliate of the Illinois School Food Service association. McHenry county food service employees will attend interest sessions including "Cost Control and Menu Analysis", "Health Foods vs. Junk Foods," "Knocking Down the Cookie Monster", and others.
