It seems clear to me that the Holy Spirit is calling all of us, more and more, to a life of thanksgiving, praise, and joy in the Lord. The prayer of thanksgiving is itself the prelude to praise. Then when we pause in quiet praise of God, the need for words diminishes and we enter an atmosphere of joyful silence. This quiet time is restful and full of peace. Of the 91 grants, seven are firsttyear " demons'tration; eleven are first-year development; six are planning; and the remaining ones are continuations for existing demonstration and develop ment projects/ Development grants are awarded to projects based on priorities established by the board to meet local education needs. Demonstration grants are awarded to projects after they have been evaluated and proven successful in resolving an educational problem. The planning grants provide financial assistance to school districts developing proposals for subsequent development projects. The board awarded many of the Title IV grants for FY-80 to projects emphasizing basic skill areas, such as Proviso school district's reading program. The "Proviso Reading Model" is designed to improve significantly the reading competency of students in grades nine through twelve. Even though many of the projects deal with basic skill areas, the board also awarded grants to programs dealing with new issues facing today's local educational systems. "With the growing need for students and adults to un derstand America's energy qisis, energy education is an important part of a child's learning process in school," State Supt. of Education Joseph M. Cronin explains. To expose Illinois students to an impartial study of America's energy choices, the board is awarding a demon stration grant to Hockford School District 205. Rockford's program, entitled "America's Possible Energy Choices," is designed to examine the proa and cons of various energy sources. The curriculum for the course has two components: one for students in high school (9-12) and the other at the in termediate grade levels (5-8). Both Rockford and Proviso's projects are among the seven new programs, which will join the 35 existing projects on the Illinois Demonstration .net work. Through the network, schools can adopt or adapt a proven program to resolve a local educational problem with a minimal amount of cost. In the category of develop ment grants, some of the first- year projects deal with issues concerning: ecology, human rights, metric education, and foreign language. "The development projects are important to educators and the public because the programs deal with possible solutions to serious educational problems. If a project is suc cessful, the answers to an educational issue can be shared with other school districts in Illinois and across the coun try," Cronin says. Projects become eligible for the demonstration network when they have been validated by an assessment of educators associated with neither the affected districts nor the State Board. In both cases recommendations for trants are made to the State Board of Education by the Title IV Advisory Council. Preventing Auto Thefts Illinois Secretary of State Alan J. Dixon recently organized a Midwest Regional Conference on Auto Theft Prevention, the first of its kind in the nation. In his address to the insurance executives, law enforcement officials, auto theft investigators and others who attended the conference in Chicago, Dixon cited figures which indicate auto thefts dropped 4.2 percent in Illinois last year. One goal of the meeting was to suggest other Midwestern states study the Illinois program which em powers state government to prosecute "chop shop" dealers. A task force subcommittee will meet in October to prepare sections of a regional auto theft prevention plan. 1. Illinois Labor Laws require recordkeeping under the Wage Payment and Collection Act, the Illinois Minimum Wage Law, the Child Labor Law, the Six Day Week Law, the Unemployment In surance Act, and the Private Employment Agencies Act. From the worker standpoint, there is a specific requirement in the Wage Payment and Collection Act to provide an itemized account of all deductions and Minimum Wage requires a statement of overtime. Combined, this provides a complete record of the workers pay and deductions and provides notice of wage assignments and wage deductions which may have been improperly imposed on the worker by the company and credit organization.
