The age old adage "a penny saved is a penny earned" takes on new meaning' with today's energy shortages. Reworded to read "a barrel of oil saved is a barrel of oil produced" it was used recently to describe the general policy of the In ternational Energy agency. "The agency, made up of nineteen major industrial nations, has declared October to be "Energy Conservation Month" says Charles Howenstine. Howenstine, a member of the Illinois Institute of Natural Resources Solar Advisory Panel, and member of the board of directors for the McHenry County Defenders, said the United States is cooperating with other member nations in sponsoring consumer awareness campaigns and establishing technology transfer programs between countries. "The energy shortage affects the whole world", aays Howenstine, "with ; ;,The establishment of the^in- ternational Energy agency we can begin to solve our coiimfnn problems together, instea duplicating efforts, we learn from each ot,___ mistakes and build on epch others successes." Burris said the new record balance was aided in part by the inflow of $40 million in receipts from the corporate personal THE MAKKi I SKIT Fresh Fruit Select oranges and grape fruit carefully. The new Sep tember record is only the filth time in the history of the general funds that the month- end available balance topped the half-billion dollar level. For perspective, the new record balance of $575 million is almost triple the balance just one year ago, when the Sep tember month-end figure was $202 million, and the new figure is $185 million higher than the balance of $390 million when the state ended its last fiibal year on June 30, just three months ago. are good flavored and contain maximum juice.
