This is very un­ derstandable for there are separate divisions of state government that have something to do with soil and " water conservation and at least as many federal government agencies plus private organizations dedicated to some branch of conservation. Soil and water con­ servation districts are legally constituted units or instrumentalities of state government created to administer soil and water conservation work within their boundaries. They are not branches or agencies of any federal department. They are managed bv an elected and unsalaried board of directors made up of local citizens. The Planning commission, in an effort to make clear its responsibilities, approved several changes in its by­ laws in regard to regular monthly meetings, the constitution of a quorum, and the formation of special committees. Although insurance may be kept in force with premiums paid by a third party, the insured retains all rights under the contract. Why has college football taken such a hold on adult fans in America? One reason is there was no other type of football in much of the country for so long. Today there's soccer. And today there are many pro teams, but for many years there were no pro teams in large areas (none in the South, for example, until Miami arrived on the scene). $ Baseball having ended in October, fans naturally looked to football as a field sport (basketball has long dominated indoor sports in most of America). Graduates in rural and small town areas, even in many cities, had no nearby pro team to follow. Also, college football games offered graduates a chance to# meet again and enjoy the old school spirit. And here again, America is unique, for in this country school has traditionally been more of a social affair than in other countries. v , v So the American bowl "season" is singular and peculiarly American.
