FEBRUARY 29,1980 J Your Police Department j by Officer Jim Fitzgerald i * *• There are still a few people who are having a small problem with what I call the 'California Stop', or what is also sometimes called the rolling stop. This is the stop where you pull up to the stop sign, slow down almost to a complete stop, look both ways, and then proceed through the intersection, (all the time hoping there isn't someone else on the cross street who does not have to stop, so that he won't ram into the side of your car). Needless to say, this type of stop is illegal. For that matter, any type of stop where the forward movement of your vehicle isn't completely halted is illegal. The law states that your vehicle must come to a complete stop prior to the intersection and prior to the stop sign. After that, you may proceed through the intersection, only . after having given the right-of- way to the other vehicles on the cross street. Another place where the complete stop comes into effect, is the newly passed Public Relations Officer McHenry City Police Phone 385-2131 • law in regard to the 'right turn on red' rule which the state passed a while ago. In that law, it states that to be able to make a right turn on red, you must come to a complete stop, yield the right of way to any vehicles on the cross street which have the green light, and then proceed with the turn, only when it is safe to do so. You cannot pull up to a red light, make a California •stop, and thep make the right turn through the in­ tersection. When you make the California stop 'right turn on red', you have broken the law, which states that you must stop at all traffic control signals when they display a steady red light. While we are on the sub­ ject of yielding to the right- of-way to cross traffic, lets talk a little about the yield sign which you may see throughout the city. A good example, of this would be the yield sign at the intersection of Green street and Waukegan road for south­ bound Green street, turning right onto westbound Waukegan road at the cutoff to Waukegan road, you will see the yield sign placed where there would be a stop sign posted. When you ap­ proach this sign, you should slow down and stop, if necessary, and wait for arty traffic already going west on Waukegan road from the intersection of Green street, and Waukegan road to clear where you are, and then you may proceed to finish the right turn onto Waukegan road. Should an accident occur at this intersection, say with your vehicle and a vehicle which has just gone west through the intersection of Green street and Waukegan road, the accident probably would be your fault as you did not yield the right of way to the westbound traffic, and you made your turn when it was not safe to do so. Getting back to traffic lights for a minute more, one of the most missunderstood light colors on the light standard is the yellow light. The yellow light is there to warn drivers that a red light is coming, and that the driver should slow down and prepare to come to a com­ plete stop to allow the cross traffic their turn. Please do not use the yellow light to see how fast the gas hog can get up and go! That should be reserved for the drag strip in Union Grove, Wis-. Kempiners, acting director of the Illinois Department of Public Health, announced a statewide program of treatment for victims of sexual assault, to be laun­ ched in February with the first in a series of 13 one-day seminars for hospital emergency department personnel. The purpose of the seminars is to familiarize participants With the use of the Vitullo Evidence Collection Kit i for Sexual Assault examination. The kit was developed by Sgt.
