Safety Hints aaaaahaaaaaac BY ALAN J. DIXON Secretary of State Personalized (vanity) license plate requests now are being processed on a first-come, first-served basis. Personalized plates consist of three, four, five and six letter combinations, and cannot be in violation of good taste and decency standards. A new brochure entitled "Illinois Personalized License Plates" is ready for distribution. It not only gives a full description of the ^personalized license plate program, but also includes an application form with spaces for three choices. Manufacture and delivery of the personalized plates will take approximately 90 days after the formal ap plication and fee are received. All three letter plates with no digits which have been previously issued' are exempt from extra fees as long as they remain with the current owners. Extra fees support the cost of the program and will boost revenue for the Illinois Road fund. Motorists who do not want personalized plates will not be required to pay one cent toward the extra cost of this program. I occasionally see a farmer with either a small child or adult on the tractor, ft seems there may be times when this practice is a must with the adult. But, with the small child there seems little reason. S o y b e a n D i s e a s e Forecasting--The most common foliar diseases for the past 3 years were brown spot, bacterial blight, downy mildew, and bacterial pustale. We here in northern Illinois were bothered most by the first two diseases. Plant pathologists will again be monitoring the natural occurrence of soybeap diseases this summer. Their goal is to gather information that will help predict disease out breaks. These predictions can aid farmers by reducing losses from disease. Plant breeders will also benefit from the information. The result will be the develop ment of resistant varieties. Saving soil, time, fuel and labor are the benefits of the No-Till conservation system. This is a corn and soybean planting method that leaves all of the crop residues from the previous year on the surface. The residue, or mulch, protects the soil surface from the raindrop impact. The result is soil erosion control with the added benefit of moisture conservation. This is the second year that this system is being used by farmers in McHenry county. A no-till planter being provided by Ortho Chemical company through the McHenry County Soil and Water Conservation district will be used by ap proximately 18 farmers this spring. These farmers, plus farmers who own their own no-till planter, will sow approximately 900 acres of corn and 100 acres of soybean. Cost sharing incentives at $25 an acre are being provided to the farmer by the ASCS to promote this conservation practice. Technical and educational assistance is being provided by the Soil Conservation Service and our office. New Dwarf Shrub Book Available--A practical guide for home gardeners and landscapers titled Dwarf Shrubs for the Midwest is off the press. Containing descriptidns of over 100 dwarf plants, the book is illustrated with 124 photographs and over 200 drawings. Many of the photographs are in full color. Each plant described will not grow over 4 feet, is relatively free of insect and disease problems, is useful in home landscape and adaptable to Midwest soils and climates. The book is divided into two sections. The first section contains general cultural information. The second section includes description of each plant; botanical, common and obsolete names; hardiness zone in which the plant performs best and uses in the home garden or land scape.
