JUNE 25, I960 that of Start Program For impaired Lawyers A program to assist Illinois lawyers and judges with emotional problems or alcohol or other chemical dependencies that affect professional performance has been inaugurated by the Illinois State Bar association (ISBA) and The Chicago Ba» association (CBA). Lawyers' Assistance program, Inc. (LAP), a not- for-profit corporation operated by trained lawyer- and judge-volunteers called "jntervenors," is being formed to administer the program. With membership equally divided among and appointed by members of the ISBA and CBA, the cor­ poration also will receive volunteers and other support from the Illinois Judges association. Chicago lawyer Sherman C. Magidson, chairman of I the Joint ISBA-CBA Com­ mittee on the Impaired Lawyer, said the LAP concept is the result of a two- year committee study of the problems of impaired lawyers, and of the means of combating these problems. Following are the cor­ poration's goals. -To educated lawyers and judges in the state of Illinois to the diseases of alcoholism and .chemical dependency and related problems, particularly as these diseases and problems affect their professional functions and personal lives. -To arrange interventions in the lives of chemically d e p e n d e n t a n d - o r emotionally impaired lawyers and judges, using all the resources available and appropriate in each case. -To sponsor and en­ courage such treatment opportunities as are available. Magidson said the program will include 20 teams of volunteers located throughout the state and trained to respond to persons referred to LAP by such potential sources as spouses, law partners, friends and judges of the Illinois At­ torney Registration and Disciplinary commission. Each team will include a judge and two lawyers , one of whom ideally will be a recovering alcoholic. When information is received about a.particular attorney or judge, the team's first task will be to check discreetly the validity of the report and, if it proves ac­ curate, to arrange a meeting with the individual. "Persons who have a significant role in the life of the individual* such as judges, a law partner or spouse, might be invited ta share with the individual specific incidents in which the individual's professional conduct was affected by alcohol or drug abuse," Magidson said. "These people will be briefed beforehand never to criticize," he said. "Their purpose instead will be to report the facts and thereby to help the individual realize he or she has a problem." LAP intervention teams will be armed with current date on hospital and out­ patient treatment programs available in the area, and will impress the person with the importance of seeking professional help. Magidson stressed that the work of LAP will be con­ fidential, whether or not a person accepts the team's suggestions. "As volunteers with an independent not-for-profit corporation, teams, will strictly adhere to federal a*.d state statutes regarding privacy, ^ said. But we cannot force a person to accept help." An orientation and volunteer recruitment seminar was held June 14 in the Olson Auditorium at L u t h e r a n G e n e r a l hospital, Park Ridge. It is that hospital's Alcoholism Treatment center that will provide volunteer training and consultive expertise to LAP. *riie June 14 orientation seminar will be followed a month later by small group training sessions for , tme volunteer teams, to Magidson, the four-hour classes will provide t.he teams with the information and psychological training needed to carry out LAP interventions. He said actual in­ tervention visits will begin in mid-July or early August. "We decided to con­ centrate initially on the problem of alcohol and other chemicals, because frankly, that is the most typical problem we see as well as the one with which we have the most empirical ex­ perience in dealing," Magidson said. "But our hope is to soon expand our work to include other areas of impairment, such as emotional disturbance and senility Said Magidson, "Our goal is to help the afflicted lawyer and judge, and by so doing, to improve the delivery of legal services to the people of Illinois." Anderson at the Illinois State Bar association (800) 252- Mail First Vanity Plates Secretary of State Alan J. -Dixon has announced that the first personalized (vanity) license plates have been received in his office and are being mailed to Illinois motorists. These plates are the first of some 13,000 sets applied for in the new program. They will be sent out as they are received daily from the manufacturer. Dixon presented one of the first sets of plates received (BAR B Q) to Benson Jones, who operates a restaurant in Springfield. He was one of 3,169 lottery winners. The drawing was held to break any ties among the original applicants. "We have been pleaded with the first response of the Personalized Plate program," Dixon said. "It will continue to grow and we will accept and process all requests for the special plates, up to a limit of six letters, on a first come, first served basis." Every motorist receiving personalized plates is being notified to return the old plates and sticker in 15 days. Renewal dates on the licWose sticker remain the same.
