PAGE 4 - PLAINDEALER - WEDNESDAY, JULY •. 1IW Legal Notice ORDINANCE WHEREAS, The Slate of Illinois has enacted "An ACT regul&ting wages of laborers, mechanics and other workmen employed in any public works by the State, county, city or any public body or any politicial subdivision or by any one under contract for public works," approved June 26, 1941, as amended, being Section 39s-1 through 39s-12 Chapter 48, Illinois Revised Statutes, 1973, and WHEREAS, the aforesaid Act requires that McHenry Community High School District No. 156 of the City of McHenry, McHenry County, investigate and ascertain the prevailing rate of wages as defined in said Act for laborers, mechanics and other workmen in the locality of said City of McHenry, McHenry County, employed in performing construction of public works for said M-cHenry Com­ munity High School District No. 156 exclusive of main­ tenance work. NOW THEREFORE, BE IT ORDAINED UV, THE PRESIDENT AND tfOARD OF EDUCATION OF McHENRY COMMUNITY HIGH SCHOOL DISTRICT NO 156: SECTION 1: To the extent and as required by AN ACT regulating wages of laborers, mechanics and other workmen employed in any public works by the State, county, city or any public body or any political subdivision or by any one under contract for public works," approved June 26, 1941, as amended, the* general prevailing rale of wages in this locality for laborers, mechanics and - other workmen engaged in the construction of public works coming under the jurisdiction of McHenry Community High School District No. 156 is hereby ascertained to be the same as the prevailing rate of wages for construction work in McHenry County area as determined by the Depart­ ment of Labor of the State of Illinois as of May 1980 a copy of that determination being attached hereto and in-" corporated herein by reference. The definition of any terms appearing in this Ordinance which are also used in the aforesaid Act shall be the same as in said Act. SECTION 2: Nothing herein contained shall be construed to apply said general prevailing rate of wages as herein ascertained to any work or employment except public works con­ struction of McHenry Community High School District No. 156 to the extent required by the aforesaid SECTION 3: The McHenry Community High School District No. 156 Board of Education secretary shall publicly post or keep /^available for inspection by any interested party in the main office of tne McHenry Community High School District No. 156 this deter­ mination of such prevailing rate of wage. SECTION 4: The secretary oft he Board of Education of McHenry Community High School District No. 156 shall mail a copy of this determination to any employer, and to any association of employers ana to any Derson or association of employees who have filed, file their names and or addresses, requesting copies of any determination stating the particular rates and the particular class of workmen whose wages will be affected J by such rates. SECTION 5: The secretary of the Board of Education of McHenry Community High School District No. 156 shall promptly file a certified copy of this Ordinance with both the Secretary of State and the Department of Labor of the State of Illinois. SECTION 6: The secretary of the Board of Education of McHenry Community High School District No. 156 shall cause to be published in a newspaper of general cir­ culation within the area a copy of this Ordinance, and such publication shall constitute notice that the determination is effective and that this is the deter­ mination of this Dublic body. Richmond Rd. & Pearl St. McHenry, Illinois 385-1040 Referendum Considered Act On Lunch Deficit In Johnsburg Schools \ __ Johnsburg unit district students will be paying 10 cents more for lunch next Fall. The hot lunch program has been1 under study recently both nutritionally and financially. The program was financially sound four years age, but now with the high cost of overhead, labor and food, the meal is costing the district 20 cents more than it is receiving. The deficit is now costing the district $14,000 a year. Board member Barb Stanell said, "We can't m»ke_ money on school lunches, but we certainly can't lose money either." Mrs. Stannel moved to approve the ten- cent hike and the board unanimously agreed. Dr. Andreas reported that a survey of other nearby schools showed that John- "even with all the cuts we've .jnade." The second Building Trades house has befen bid and preparations are being made to finalize tne deal.. The new owners hope to take possession in August. Steve Pollock, Vocational Education director, reported on progress being made at the Chicago-based program for CEf^A. Pollock and several teachers are in­ volved in a summer program to train adults for employment. "We are not only helping society/' commented Dr. Andreas, "but financially it is helping our district." The CETA program is funded by a $67,000 grant. Pollock has also secured a $60,000 grant for conducting a workshop to disseminate v o c a t i o n a l m a t e r i a l s sburg's lunch rates are ~ developed by District 12 and presently among the lowest new materials developed by LENOER in the area. He also" noted that the high school ala carte prices are too low, causing students to by.-pass the regular lunch. It was recommedned to study this situation and make significant increases in the ala carte prices in an at­ tempt to absorb some of the loss incurred this year. The school board and administrators hope to in­ crease participation in the lunch program by offering more foods that are preferred by students, yet nutritional. They also hope to entice more senior citizens to lunch at the school. The board moved to keep book fees at the present rate for the coming year despite the fact that junior high fees are below average ($13 as compared to some as high as $25) gnd high school fees are lower that most ($15). Textbook fees for K-5 are about average (K-$10, 1-5, $13). The board is considering preparation of a referendum for November to help the district finance deficit spending. "We can't balance the budget," said Dr. Andreas, the State Office of Education. These per­ formance based materials provide teacher and skill objectives for job training. Pollock is now negotiating for a grant to develop and d e t e r m i n e m i n i m u m competency skills in reading, writing and arith- matic needed to work in today's society. Board secretary, Jim P r e s t o n , c o m m e n d e d Pollock for his hard work and determination. Dr. Andreas concurred. . Competency in reading and math was also discussed in the Johnsburg educational system. Students are now expected t^> pass a sixth grade reading level (which is average for adults) and a 20 level math computation competency test in order to graduate from high school. "To accomplish this, we begin testing in eighth grade," said Robert Gough, high school assistant- principal. Every year the s t u d e n t s w h o h a v e n o t \ already passed the com­ petency tests are tested again and are placed in a remedial class, if necessary. Parents and students are informed annually of the student's status. "A difference of taste in jokes is a great strain on the affections."
