Hold First Session Of Substance Abuse Program The first of an eight session program on sub­ stance abuse, with emphasis on alcohol, will be presented by St. Patrick's Alcoholism Caring Endeavors (SPACE) team, Tuesday, Oct. 14, at 8 p^m. in St. Patrick's parish hall, 3500 W. Washington, -MeHenry. In addition to an in­ troduction of the subject, the first session will cover at­ titudes and myths surrounding alcohol use, misuse and abuse. This program is the third such program conducted by the SPACE Team in the past two years. It is an educational program which is designed to be of par­ ticular interest to parents, educators, teens as well as those who are afflicted or those whose lives have been touched by someone with the disease. There is no charge for this session and all are welcome. YA News "No eligible veteran who is concerned about Agent Orange exposure will be denied Veterans Ad­ ministration medical care," Max Cleland, VA ad­ ministrator, told Congress in testimony. Testifying before the subcommittee on Oversight and Investigation of the House Interstate and Foreign Commerce com­ mittee, Cleland told Congress, "Unfortunately, we cannot provide all the answers to the many questions being raised today, nor will we be able to do so in the near future." But Cleland described a com­ prehensive government- wide effort which was sparked by his personal determination to find scientific answers to the many questions about Agent Orange exposure being raised by his fellow Vietnam veterans. Medical care will not be delayed until the answers are in, he emphasized. Cleland said, "This con­ cern is genuine and is evidence of the real fears of many of those who believe they may have been exposed to this chemical agent." "We are committed", he said, "to the rigorous pursuit of a resolution of this complex issue in a forthright and scientific manner." Among the scientific reports the VA ad­ ministrator cited were: ...a 1974 report by the National Academy of Sciences that concluded there was no definitive evidence of lasting damage to human health from herbicides "used in Vietnam. ...animal studies that indicate Agent Orange ex­ posure is not likely to cause loss of fertility and other reproductive problems among males. He also reported progress on a broad scale epidemiological study of veterans being planned by the Veterans Administration and an Air Force follow up on personnel heavily ex­ posed to the chemicals while involved in handling and spraying them. Cleland pointed out that the two chemicals that make up Agent Orange, which have been used by farmers and homeowners since 1940 to kill weeds, have been thoroughly tested and found harmless in normal use. But a contaminant, dioxin, in one of the chemicals has been linked to a variety of problems among laboratory animals, Pregnant female animals exposed to dioxin, for example, have had a higher than normal in­ cidence of birth defects and deformed offspring. Humans who have been exposed to dioxin during industrial accidents have suffered headaches, nausea, blood disorders, alterations in liver function, nerve damage and a specific skin condition called chloracne. "These conditions ap­ peared shortly after ex­ posure and with the ex­ ception of chloracne were of limited duration..." Cleland said. Known scientific in­ formation and a summary of government efforts to deal with veterans' Agent Orange fears are summarized in a VA phamphlet, "Worried About Agent Orange". The pamphlet is only part of a comprehensive information and education program on the subject to update both veterans and VA personnel, Cleland said. Films, professional meetings, telephone conferences, special staff organizations and a variety of VA publications are being used to insure that the VA response to Agent Orange is both comprehensive and uniform among the agency's nationwide medical system. Agriculture Use Of Farm Forms Available Farmers can apply for an affidavit to show Agriculture Intensive Use of their farm. The necessary forms are available at the Farm Bureau office and at the Building and Zoning office in the Courthouse. This classification is available under the zoning ordinance passed late last year. Purpose of obtaining this type affidavit and filing it with county officials is to establish the specialized farming operation taking place- grain drying, cattle feeding, or hog feeding, for example. This type of affidavit serves as a notice to those who purchase land in the vicinity that a farm has a distinctive type farming as an integral part of your livelihood. BANKRUPTCY Gov. Thompson has ap­ proved a bill which will remove Illinois from a system of federal bankruptcy exemptions in favor of a state system. The federal standards were imposed on the states in October 1979, with the provision that any state could opt out of the stan­ dards in favor of its own, effective Jan. 1. 1981.
