by Joey Sasso CONFIDENTIAL REPORT: It's blitz time again for the networks. Despite the handicap of a crippling strike, promotional ads sing out... 'You and Me and ABC,' 'Looking Good Together,' and 'Proud as a Peacock.' But beyond all the new season hype, and the multi-million dollar network spending spree, this is what the viewer can really expect this fall. For starters, it will be the tightest ratings race in years as CBS and ABC battle it out for the top spot, and NBC struggles to lift its head out of the cellar. With ABC and CBS in such close concentration, shows that falter early are bound to be axed quickly. At least a dozen shows, both new and old, will disappear before the end of the year. Every one-tenth of a percentage in ratings points translates into millions of advertising dollars for the networks. For any show that doesn't return the numbers the networks thinks it should, there is a replacement waiting in the wings. That applies to series like 'Lobo,' 'Sanford,' 'Here's Boomer,' 'Facts of Life,' 'Buck Rogers' and 'The Tim Conway Show' that barely got the chance of a new season. Some other returns are simply running out of gas as viewers grow tired of the same faces week after week. Oldtimers which may die a natural death this season include 'The Waltons,' 'Laverne and Shirley,' 'Quincy' and 'Little House on the Prairie.' CONSUMER NEWS WIRE: Lonl Anderson's portrayal of the aging, drunken Jayne Mansfield in a new TV movie is so powerful that it sent her own daughter, Dade, into a state of tearful, ashen-faced shock. Which was just the reaction the director needed. It enabled Dede, 15, to give such a realistic performance in her first-ever screen role as Jayne's teenage daughter that the whole crew congratulated her. But Dede wasn't acting. She was so stunned to see Loni change into an obscene and screaming drunk that she couldn't believe it was her own mother. "We shot that scene four times at least," said Loni, star of 'WKRP In Cincinnati,' "but each time I hollered at her, this child reacted the same way, because each time was just as surprising as the last. Carroll O'Connor, TV's grumpy Archie Bunker, is smiling happily in private these days--for he's just been told that his 18-year-old son Hugh has licked cancer. O'Connor, 55, and his wife Nancy, heard the joyful news after Hugh was given a battery of tests at the famed University of California Medical Center in Los Angeles. The doctors reported: "The cancer is in total remission." Though it's too early to call it a complete cure, a source close to the family said, "The doctors are highly optimistic.
