IMP Here find Thtpt In Business Top Holiday Display McHenry Employers See Negative Job Climate McHenry area employers anticipate a negative em ployment climate during the coming three months (January, February, March) with more an ticipating reductions in staff than have hiring plans, according to a quarterly survey conducted by Manpower, the world's largest temporary help service Chuck Bartels, owner of Manpowers McHenry of fice, said, "Manpower 's survey found that employers here do not see a recovery in the opening months of the new year from the low hiring levels which prevailed through much of 1980. Overall, the 7 percent of the employers polled have hiring plans while 13 percent anticipate reductions, 77 percent expect no change and 3 percent are unsure of their plans," Bartels said When Manpower con ducted a similar survey one year ago, 13 percent of the employers had hiring plans, 90 nfrrent were planning reductions and 67 percent expected no change Reductions are planned by construction firms and durable goods manufac turers Among wholesale and retail merchants and employers in the service industries, some hiring plans are indicated while others are planning reductions Nationally, despite un certain economic conditions and rising interest rates, employers in the manufacturing sector plan increased hiring activity for the first three months of 1981. More than one in four (26 percent) of the durable goods manufacturers sur veyed said they expect to increase hiring levels in the coming quarter, compared to 21 percent one year ago Another 12 percent plan to reduce staff, compared to 14 percent reported last year at this time. Fewer employers report no change in hiring plans (58 percent compared to 60 percent a year ago), and those unsure of hiring plans fell from 5 to 4 percent. Those manufacturing non durable goods expect similar growth, up 3 percent from the 17 percent reported a year ago. Non-durable goods manufacturers planning to reduce hiring levels fell from 12 percent to 8 percent while those planning' no changes increased one point to 69 percent and those uncertain of hiring activity remain at last year's 3 percent level. Another employment growth indicator also shows signs of improved health in the current survey. Nineteen percent of the construction firms polled said they plan to increase staff in the coming quarter, up from last year's first quarter survey figure of 12 percent. The number of firms expecting to reduce hiring levels fell from 32 percent one year ago to 29 percent in the current report. These figures do not reflect the most recent sharp hikes in interest rates, a factor which could slow hiring activity in this sector. But with housing costs rising faster than family incomes, these formulas are changing. Mortgage Guarantee Insurance Corporation (MGIC) recently lifted its allowable debt radio from 25 to 33 percent. According to the new formula, if you earn $1,000 per month, you can handle a housing payment of $330, $80 more than before. MGIC, the nation's largest private insurer of home mortgages, also raised the allowable total indebtedness to 38 percent. Total indebtedness means the total amount a person pays for housing, car and furniture payments, school loan payments and any other long-term obligations. Remember, a lender generally considers only those obligations that extend for more than 10 months after purchasing a home. Likewise, the Federal Home Loan Mortgage Corporation (Freddie Mac) also eased its debt formulas. Freddie Mac now will place less reliance on meeting the 25 percent of income criteria ""and more attention to other factors that may suggest the buyer is able to meet his home mortgage payments.
