PAGE 14 - PUUNDEALER - WEDNESDAY, JANUARY », LFSL > i MI PLAINDEALER Editorial Opinion •Social Security To keep the Social Security system solvent and insure its future, changes are necessary. Most Americans now recognise that as a fact, plus the truism that Social Security taxes can't be raised much higher for America's working people who finance the system. A presidential commission has been working 011 the problem for almost two years and it's likely that changes to be recommended, and enacted, Mill include: Raising the retirement age for full benefits from 65 to 68 (this would not affect those l>orn before 1935), use of a price index rather than a wage index to compute pay hikes, changing the way cost-ot-living increases are computed, putting federal employees on Social Security, rather than on more luxurious retirement plans, allowing more earnings for its and granting women more benefits for pregnancy, if non-workers. fewer Other than the last proposal, which would not take effect until 9015 or 2085, little controversy over the necessary reforms is likely. And one suspects that, aside from continued benefits for non-working wives, all the new proposals will become law. (Malechivalry in Congress is not likely to accept theories that practically all women will be working in a few decades.) Raising the retirement age by three years would obviously produce a needed infusion of funds into social security reserves. Many feel this is justified, on the basis of our greater life expectancy enjoyed today. January, the beginning of the almanacs. Not many years ago, rural, the calendar almanac was a big thing in many si towns and communities. le year, makes one think of , when the nation was large!) On the wall in barber shoi told what the weather wouli and general stores it hung. It ' day of the year. There were little red and black flags (one of the calendars was a promotion of Black Flag, one seems to recall) or other weather symbols in every square of a day of the month. Some people took this long-range guessing forecast seriously. Many didn't. But it was at least guessing, and made far conversation and interest. And occasionally the fearless forecaster hit the nail on the head. That tradition is being closely followed by today's forecasters! Defensive Driving Recent studies indicate there is more reason to cultivate the art of driving defensively than has been realized. These studies indicate some alcoholics and drug addicts are bait on self destruction, and are inclined to destroy others in the process. There are other indications some seek sympathy and attention in automobile accidents. Another large percentage of accidents is caused, of course, by stupid or careless driving. Whatever the cause or motivation of the driver at fault, it is becoming clear that drivers who wish to avoid accidents must practice the art of defensive driving-seeking to avoid situations in which another driver can involve them in an accident. It's not possible to avoid all such situations. But an alert defensive attitude, foresight, and precaution can avoid a good percentage of these situa tions-and perhaps save your life. Federal School Lunch Program Rates Down "\ Federal reimbursement rates for the majority of Illinois school lunch programs have been reduced, effective Jan. 1. The Illinois state board of education has notified public and private school officials of the possible need to adjust lunch prices in response to the recently announced federal reductions. The board received notification Jan. 2 from the United States Department of Agriculture that reim bursement rates were being reduced because of legislative changes. Under the revised reim bursement rates, National School Lunch program sponsors are reimbursed 16 cents for regular price lunches (reduced from 18.5 cents); 79.5 cents for reduced price lunches (loweredfrom 82cents); and 99.5 cents (formerly $1.02) for free lunches. In addition to the federal assistance, school lunch sponsors receive a state reimbursement of 15 cents for free lunches served to students. Based on the new rates, adjustments in school lunch prices may be necessary for meals served to students who do not qualify for either a free or reduced price lunch. Exempt from the new reimbursement rates are school lunch sponsors that served at least 60 percent of their lunches at free or reduced prices during the 1978-79 school year. The exemption will apply to only 158 of the 1,297 school lunch sponsors in Illinois. These schools will be reimbursed at the former rates of 18.5 cents for regular lunches, 82 cents for reduced price lunches, and $1.02 for free lunches. Heimlich Maneuver Program Is Offered The McHenry County Farm Bureau Women's committee plans a program open to the public on the Heimlich Maneuver. This is the method used to aid people choking on food and is most frequently an emergency treatment at a restaurant. This meeting will he at 7:30 p.m. Tuesday, Feb. 3, in the Farm Bureau building. People who work in restaurants or who attend public functions are invited and urged to attend this session. It will include demonstrations plus a chance to practice this life- saving maneuver. Form 1040A (iieoi HOOKED Vt. NO FISHING Strengthen Food Stamp Rules Able-bodied food stamp recipients must actively search for jobs or be dropped from the program under new rules announced by the U.S. Departments of Agriculture and Labor. "Under the new regulations, people who fail to look for a job on their own or who don't report for the interviews at their state employment office will find their households dropped from the food stamp program for two months," said Assistant Secretary of Agriculture Carol Tucker Foreman. Those who are exempt from the work registration requirement are primarily the elderly and disabled, those already working, those responsible for the care of dependents or those already subject to work requirements under the unemployment insurance or work incentive programs. The rules also require recipients who register for work to be called in to their state employment service, now identified as the job service in many states, for an interview and job classification. State job service agencies will continue to refer registrants to potential employers, but now food stamp job seekers will also have to supplement this service with their own eight- week job search. The new rules will establish as a standard that work registrants contact up to 24 potential employers within the eight-week period, and also report back twice to their employment coun selors on progress made, M s F o r e m a n s a i d . Requirements for each person's job search will depend on their individual circumstances and the availability of jobs in the community, as anessed by the job service counselor. The state job services will report to state welfare agencies the names of food stamp job seekers who refuse to comply with the interviews or job search requirements, as well as those who find jobs. The regulations become effective June 1.
