Percy Asks Special Youth Minimum Wage Senator Charles H. Percy , (R-IU.) ' has .introduced legislation that would create a special youth minimum wage to combat the rising rate of youth unemployment. The bill - The Youth Employment Opportunity act of 1961 - would establish a minimum wage for young persons 16 to 19 years of age at 85 percent of the $3.35 per hour minimum wage. "The rising rate of youth unemployment, now at well over 15 percent for all youth and twice that rate for minority youth, demands that we provide the incentive for youth employment in the private sector," Percy said. Under the. bill, the $2.85 per hour youth minimum wage would apply to the first six months of employment by a single employer. Percy noted that the bill provides penalties for abuses of the youth minimum wage, specifically in cases where youth hiring at the reduced wage would cause the displacement of adult workers or young workei's paid the minimum wage. „ The bill includes a "sunset" provision that requires reauthorization by Congress after three years.
