Wt aok •I ItMlr ENVIRONMENTAL CONCERN "Dear Editor: "We have followed with great interest the con troversy over the efforts of the Griswold Lake Preservation association to prohibit the use of aquatic herbicides such as 2, 4-D in treatment of the water of Griswold lake. "Their efforts recall those of the Citizens Concerned for the Environment who successsfully worked for the use of biological control methods as an alternative to the spraying of their homes and yards with the chemical Sevin to control the gypsy moth. "We applaud both of these groups who have had the good sense to question the all-pervasive use of chemicals in our en vironment, 1 and the willingness to work for non- chemical alternatives. "In 1965 the President's Science Advisory com mittee, considering possible unforeseen consequences of polluting our environment, said: ' 'We now know that the full effects of en vironmental changes produced by pollution cannot be foreseen before judgments must be made. The responsible judgment, therefore, must be the conservative one. Trends and indications, as soundly based as possible, must provide the guidelines; demonstration of disaster is not required.' , "Cheinicals to control weeds arid insects become pollutants, and those words of caution are still valuable today. Howenstine "McHeriry County "Defenders" HELP FOR SENIORS "Editor: "The Senior Citizens council is looking forward to a three months' budget period of July, August and September, under which the funding of the services the council provides will no longer be a direct operation of Region II - Area Agency on Aging, as it has been during this past eight months of recovery. Instead, it will be the usual grantor- grantee relationship bet ween Region II and the council that prevailed before the financial eruptions of last summer. So, too, will be the relationship of the council to its principal funding source, Region II, in the new fiscal" year, Oct. 1, 1981 to Sept. 30. 1982. "The staff has been working long, long hours trying to prepare grant proposals for the three- month and 12-month periods, and we sight trouble ahead for the program in McHenry county. ""The austerity, the cut back climate of national and state government activities is extending down to local units of government, threatening senior citizen activity funding. In the past, McHenry County Senior Citizens' council, for example, has obtained 'matching funds' needed for federal grants for seniors from the townships, municipalities and McHenry county government. Without such matching funds, we cannot qualify for grants, cannot operate and pay our bills. "The concept of matching funds, leave aside the amounts of percentages, is well founded on the assumptiofi that a project worthy of federal support deserves some modest portion of local support. "Senior citizen activities have received this local support in adequate amounts in past years. This year, 1961, we have no funding from the City of Crystal Lake, City of McHenry, City of Woodstock, or the City of Harvard. "Each of these municipalities has its own reason for not supporting the council which pours services into local areas. A Crystal Lake councilman has questioned if it is legal to use tax money for senior ac tivities in Crystal Lake. The question lies unanswered. The City of Harvard has denied assistance on advice of its city attorney that sharing or revenue funds with the council is no longer permitted by revenue sharing regulations, a position that begs for legal opinion from the Illinois attorney general, which we seek. The City of Woodstock ' began a couple of years ago to 'wean' such recipients as the council city policy. We may get some in-kind, which is product rather then monetary, assistance, as yet undetermined. The City of McHenry has simply refused earlier in the year to allot revenue sharing funds to the council, saying they planned other uses for the funds. "These four cities represent the largest population concentration in McHenry county, and presumably the largest concentration of senior citizens; We have walk-in centers in each, providing social services, nutrition program meals. Mayor Frank Kodo and the Harvard City Council, and executive director, Linn Olesen, has appeared several times at Crystal Lake Council meetings, all to no avail at the present time. "We must have help from these cities - we get help from some of the townships in which they are located but not enough to carry &e burden of 'match' - if we Are to continue programs there. The help could be in the form of in-kind assistance in some instances although case match is critical, but we cannot continue without help. "Those who live in these cities - if they receive services from these cities or from the Woodstock office • should be alerted that their continued service is threatened by the failure of these leading population centers to contribute local help. We will hope to coor dinate with local clubs in these cities to suggest our critical need to local of ficials. "I encourage public response to my statement that we must cooperate to make clear to local city government the critical nature of the help for seniors which we ask of them. "James D. Curran "Member McHenry County "Senior Citizen Council" Qranch Court Cases heard recently in Branch court of the 19th Judicial Circuit include: fn a preliminary hearing Monday before Judge Haskell Pitluck, probable cause was found on charges against Adolfo Garcia Robles, > 20, 1724 Tomahawk, Round Lake Heights. He was bound over to felony court July 13 on two charges of attempted murder, two charges of aggravated battery, two charges of criminal damage to property, in addition to a charge of reckless conduct. The charges against Robles stemmed from a June 7 incident in a Crystal Lake parking lot. Probable cause was found on charges of criminal damage to property against Philip J. Wenk of 7711: Or chard, and Kevin M. Stott of 4413 E. Wonder Lake drive, both Wonder Lake. They were bound over to a felony court hearing July 13. Russell Dean of 3512 Oak- wood drive, Island Lake, was fin^d $100 and costs and placed on probation for one year on a charge of theft. Judge Susan Hutchinson assessed a fine of $70 and costs against Thomas M. Kiflis, 806 Wright, McHenry, on a charge of criminal trespass to land.
