Assessing Farm Land| McHenry county farm leaders will attend a Farm Land Assessment discussion at DeKalb Monday, Nov. 23, a meeting called by the Illinois Farm Bureau to tell how taxing will be im plemented for 1982. Among those scheduled to attend are Mel Von Bergen, Farm Bureau president; Larry Harris, manager; and members of the legislative committee. Randall Woloski, supervisor of assessments, has been invited to attend, he told Harris he has attended two different sessions on the new law and is familiar with many phases of it. The new approach for assessing farmland for property taxes was signed into law last August. The law provides for an agricultural use-value assessment of farmland on a net income-to- land basis. Before this law was passed, Harris said the Farm Land Assessment act provided a formula using average gross agricultural income and average sale prices Of farmland from 20 selected counties as a basis for assessing farmland. "Under the new law, assessments are based on a capitalized value for land. The agricultural income method of land valuation uses crop production costs, yields, prices and a c a p i t a l i z a t i o n r a t e , averaged over a five-year period," said Harris. "This approach over comes inequities in the formula caused by using the gross agricultural income. It does not alter the method of assessing farm residences and other farm im provements," he stressed. A study by the Associated Press shows the practice of taxing farmland on the basis of its use-called differential assessment-is increasing since the late 1950s. The AP based this evaluation on a report from the USDA. By late 1979 all but two states (Alabama and Georgia) had some type of differential assessment in operation. Long Hair, Too ' "Did you have the car out last night, son?" - f'Yeah, dad, I drove several of the fellows down town."
