HOMICIDE CHARGE IN ZELVIS DEATH (Continued from page I) near Algonquin. The Walker auto crossed the center line and struck a car driven by Christine M. Zelvis, who was killed in the crash. Miss Zelvis, of 3105 Stillhill, McHenry, was returning home from her job as a dispatcher for the Algonquin Police department when the crash occurred. McHenry County Coroner Alvin Querhammer pronounced her dead at the scene. Bond was set at $10,000. Arraignment was set for Dec. 14 before Judge Henry Cowlin. In response to a board question about selecting patients who could pay, Lesser said they were taking people regardless of their pay status including medicare and others. He referred to an agreement with the Department of Health which is funding $25,000 worth of patient care for the eight months remaining in the program year. Cost of patient care is $215 per day per bed. Lesser advised. Citing an example of the staff determination, Lesser quoted a unit nurse vowing, "We're going to make it work." Lesser reported that the attitude at the hospital had changed from much resistance to "let's do more." Leroy Pesce, administrator at Memorial, has proposed setting aside a section of the hospital for this open unit plus a secure section and a detoxification unit for both alcohol and drugs. Smith noted that with current cur­ tailment of federal money for mental health they couldn't use funds expected to be distributed through block grants for such care. But locally raised "708" money could be used. Ongoing care of patients is handled through discharge planning covered by a linkage worker furnished by the Family Service and Community Health center who would contact therapists to insure followup counselling and ap­ propriate housing. Important in the program are transitional living facilities, (TLF) and the linkage worker would secure the priorities needed to place a patient in this housing. Elyse Roberts, board member, noted that there are less TLF beds than needed. Smith noted that more fun­ ding had been secured and assistant director Ann Patla said they are planning accommodations for 15 more clients in January. Other more per­ manent housing is also difficult to provide for clients, the board learned, because landlords are reluctant to accept them, establishing income and relationship requirements that preclude many of these whose income falls below the poverty level. In other business, Patla advised of more Title XX money from federal government through the state being available. The McHenry County Mental Health board was contacted by the state because of the board's capacity to do things, Smith said. About $56,710 can be provided, to which the board can add $18,903 in "708" matching funds, held in reserve for such an exigency Of this, $14,622 will be applied to TLF and support programs for clients in apartments; $26,932 for day treatment programs; $13,942 for workshop programs; and $20,118 for sustaining care programs for clients who have undergone treatment. Applications for this money are being completed for submission by the 708 board. The board will also submit a request for funds for a program for family support and senior counseling services. Robbery Suspect Seen In Marengo By Angela Burden SHAW MCMA NCWS MtVICf An ironic situation occurred in Marengo last week shortly after the bank robbery in Union. Marengo Police Chief Gene Westergren had observed the robbery suspect driving in Marengo in the reportedly stolen vehicle, but did not apprehend him. "I did follow the suspect around town, but I lost him. He must have observed my squad car and he gave me the slip," the chief said. "I would have followed him out of town, even though I probably would have been reprimanded for it, but the occasion didn't arise because I lost sight of the suspect," Westergren said. The chief said he had heard the robber was armed with dynamite and he didn't try to apprehend the suspect in the city^because I didn't want the downtown ahea blown up." Westergren) said the suspect had parked his tnick outside the Marengo Savings & Loan building and ap­ parently was/returning for the vehicle when he must have observed the squad car and decided to take off. Marengo police are under orders from the mayor not to leave city limits unless in extreme emergency. Westergren said he had thought the situation over and decided he would follow the man out of town. When the suspect, 35-year-old Ed­ ward A. Peterson, of Algonquin, refused to stop the stolen car he was driving and went through a police roadblock, he was shot and killed following a high speed chase by McHenry County sheriff's detective Anthony Oleszewski. Chief Deputy Sheriff George Hendle, who heads the detective division, and Detective Donald Lockhart sustained injuries in the Nov. 24 incident and were hospitalized. Hendle, who returned to his duties Monday, and Lockhart were released from Memorial hospital Thursday. Women Voters Invite Opinions At Meeting How can citizens evaluate their government? Questions and opinions by interested persons will be welcome at the Woodstock-McHenry League of Women Voters unit meeting on local governments to be held Dec. 10 at 9:30 a.m. at the Presbyterian church, Tryon street, Woodstock. Baby sitting is available. Forms of city government are commission, council-manager, strong mayor, weak mayor, metro- government and neighborhood council. The five cities reviewed were Crystal Lake, Harvard, Marengo, McHenry and Woodstock, plus the village of Richmond, for comparison. Discussion will include advantages and disad­ vantages of each. The committee: Gerri Braun, Har­ vard; Lynn Donarski and Carol Sek, McHenry; gathered information on tax rates, budgets and salaries, number of employees, commissions, etc. The League of Women Voters is a non-partisan, issue-oriented organization committed to good government by informed citizens. " " Oleszewski was riding with Hendle in the unmarked police car, which the two used to try and stop the suspect. After warning shots were fired into the air and the suspect crashed through the roadblock, the detective aimed at Peterson, who reportedly was armed with a gun and dynamite. Peterson was shot in the forehead and was pronounced dead at the scene on Kishwaukee Valley road near Hughes road. Police did not find a gun in the stolen vehicle. However, in excess of $5,000 stolen in the holdup was recovered from the car Peterson was driving. It was reported that Peterson took the car from a woman in Marengo and told her he had a gun. He told a bank teller he would detonate the two sticks of dynamite in his position if the teller didn't cooperate. Melvin Von Bergen, Hebron far mer, will head the McHenry county delegation, which plans to leave Woodstock by bus early Sunday mor­ ning, Dec. 6. McHenry County Farm Bureau will have six voting delegates, based on the number of farmers in McHenry county who belong to Farm Bureau. A total of 465 voting delegates from the 97 county Farm Bureaus will meet in delegate sessions to discuss policies, starting with a general session on the afternoon of Dec. 8. The general sessions follow nearly two days of affiliated company meetings, com modity conferences, and a major talk by IAA President Harold Steele at the Monday night, Dec. 7 general session in the grand ballroom of Stouffer's Riverfront Towers. In addition to Von Bercen. the voting delegates from McHenry county will be David Gardner, Richmond; Don Cash, Harvard; Robert Berschet, Marengo; Alan Swanson, Woodstock; and Roland Bauer, McHenry.
