VA Benefits Available Veterans who can't locate a birth or marriage cer tificate can still apply for Veterans Administration benefits. Grady Horton, director of the VA regional office in Chicago, said that some veterans don't apply for benefits to which they may be entitled because the VA previously held these documents essential. VA will accept certified statements from applicants in instances where documents needed to establish eligibility for benefits are lost or unavailable. Popularity Enjoyed By Kerosene Heaters P o r t a b l e u n v e n t e d kerosene heaters have grown in popularity, par ticularly over the past year. Public sensitivity to energy conservation and the new look and safety features of some units have made it hard for retailers to meet consumer demands. A spokesman at Un derwriters Laboratories Inc. (UL) advises consumers to follow the manufacturer's instructions, and to check with local authorities before purchasing unvented por table kerosene heaters. UL investigates kerosene-fired heaters for overall stability and performance ' in ac cordance with * established safety requirements. Besides their appeal to energy conscious con sumers, the current generation of UL listed portable unvented kerosene heaters have two new safety features: (1) an automatic mechanism extinguishes the flame when the heater is tipped over completely or even when it is tipped off balance or jarred; and (2) no hazardous concentration of carbon monoxide can result when the heater is used in a c c o r d a n c e w i t h manufacturer's instructions. Enno Toomsalu, associate m a n a g i n g e n g i n e e r , responsible for UL testing of kerosene heaters, said, "The safety features on UL listed kerosene heaters greatly reduce the risk of fire. But consumers who are thinking about purchasing portable kerosene heaters this year should check first with their local authorities. Most cities have codes governing the use of these units in residences." UL also requires a copy of t h e m a n u f a c t u r e r ' s operating instructions to be furnished with each listed heater. "Consumers should follow the operating and maintenance instructions contained in the owner's manual to make sure they are operating and main taining their heaters safely," said Toomsalu. "The consumer's role in the safe use of these heaters is important." "Concern has been ex pressed about smoke, odor and ttye- risk of carbon monoxijie-THiildup," said Toomsalu. "Units meeting UL's requirements do not indicate the development of high concentrations of carbon monoxide. They also b u r n v i t u a l l y c l e a n a n d odorless." UL listed heaters are required to be marked for use only in well-ventilated areas.
