Hie proposal co-sponsored by Ms. Koehler, John Birkinbine (R- Norttrfiekl), and Dolly Halhtrom (R- Evanston), would call for legislative and congressional redistricting maps to be drawn by a private computer firm utilising population data provided by the U.S. Bureau of the Census and respecting, as much as possible, municipal township, and county boundaries. ° "The process of redistricting," Ms. Koehler noted, "is conducted for the benefit of the voter in an effort to maintain the one-man one-vote standard. On her own initiative, this Massachusetts lady ministered to the wounded and later became superintendent of nurses of the Army of the James. Miss Barton next joined the International Red Cross in Europe and helped civilian victims of the Franco- Prussian war. Back in Washingotn in 1881 she formed the American Association of Red Cross. A year later the Senate approved U.S. adherence to the Geneva Convention of 1864 that established the Red Cross principle in international law.
