Beard said the White Oaks Bay subdivision in which he resides has offered to give 66,000 to the dam fund, if neceaaary. He invited other sub divisions to join the dam recon struction effort. "U so, we'U double the ante to 612,000," he said. Beard predicted the Master association wiU pay off the $70,000 loan needed to finance sluice gate construction by next year. If that timetable holds true, three remain in which to bther work necessary to upgrade the dam awgM*"g to a five-year plan agreed upon by the Master association and the Illinois Depart ment of Transportation, division of Water Reeources. "We still have three years to sit back and collect money," Beard said He commented that if gabions are o»mfc and part of the earth em bankment is repaired, it will be suf ficient to prevent the state from breaching the dam. "As long as they continue to show reasonable progreas, we won t lean on them," ssid Ralph Fisher, chief of water safety with [DOT. Beard also expects to see a tangible commitment concerning collection of the 610 dam fee charged each property owner. He said he expects the subdivisions to send in money as they have it, and continue to do everything they can collect the remaining balance He charged that some subdivisions are not being open with the master association. "They're not willing to say, 'Here is our financial position in black and white.' " - Beard ssid he cannot give a guarantee that the deadline for dues from the subdivisions wUl be extended from the Aug. 15 deadline. Regar dless, honest information from sub division representatives would be a positive step, he added. "If they do not pay, I will definitely send out letters canceling their vote," he said.
