Block has announced a 20 percent acreage reduction program for 1983 crop wheat and a d v a n c e w h e a t deficiency payments to those farmers who participate in the program. "The reduced acreage p r o g r a m s h o u l d strengthen wheat prices by limiting next year's harvest and the buildup of stocks," Block said. "At the same time," he said, "the program will increase long-term conservation on wheat land." ' " P a r t i c i p a t i o n i s voluntary, but only those farmers who enter the program will be eligible for price sup­ port loans, target price p r o t e c t i o n a n d eligibility for the far- m e r - o w n e d g r a i n reserve," he said. Block also said the U.S. Department of Agriculture is in­ tensifying its wheat export efforta and ex­ panding its export credit sales program. Block announced a d d i t i o n a l c r e d i t financing under the export credit guarantee (GSM 102) program. This will expand credit to countries buying US. farm products. The additional authorization of 8300 million will in­ crease the GSM 102 level to 82.8 billion from the currently authorised $2.5 billion. While high interest rates have discouraged the use of the guaran­ teed loan programs this year, this funding in­ crease will allow credit­ worthy countriea to expand borrowing once financial or other conditions change. F a r m e r s p a r ­ ticipating in the 1983 a c r e a g e r e d u c t i o n program must reduce their wheat acreage for harvest by at least 20 percent from an established wheat base. If the farmer par­ ticipated in the 1982 wheat program, the 1983 wheat acreage base will be the same as the 1982 base. For producers who did not participate in the 1982 wheat program, their 1983 acreage base will be the a v e r a g e a c r e a g e planted for harvest of the 1981 and 1982 crops To meet the con­ s e r v a t i o n u s e s requirement a farmer with a 1983 acreage base of 100 acres can plant no more than 80 acres of wheat for 1983 harvest. The remaining 20 acres must be devoted to conservation uses. If farmers {riant fewer than the permitted 80 acres, they wifl be permitted to devote fewer acres to con­ servation. For example, if only 50 acres are planted, only 12.5 acres (25 percent of 50) will have to be devoted to conservation use.
