The Mexican crisis caused serious concern in U.S. banking circles. That country has a foreign debt of eighty billion dollars, which it can in no way repay any time soon. It became apparent in August the Mexicans couldn't meet i n s t a l l m e n t s o n t h a t debt. Hastily, U.S. and other western banks pitched in to renegotiate the loans and allow Mexico to stave off bankruptcy. Brazil is another major concern. S o a r e o t h e r L a t i n countries to the south. Portland is another crisis country with large loans from U.S. banks. Her loans have also been renegotiated by the banks to prevent default. « ' W i t h t h e w o r l d generally experiencing recession, the question is whether all the fires can be put out as they arise. World bank officials meeting in Canada recently felt the bank's reserves should be increased about fifty percent; since the U.S. must put up a major portion of that increase, the U.S. delegations opposed to increase at this time. Private and govern ment central banks in some cases now realize they're overextended and must be cautious in e x t e n d i n g f u r t h e r credits to a number of countries. The hope is that major defaults or e v e n r e s o l u t i o n s a n d debt repudiations won't seriously erode con fidence in high banking circles of one or more western nations. But no one is sure that w o n ' t h a p p e n somewhere; because West Germany banks loaned so much money to Poland there is concern there, which has recently affected the mark's exchange rate.
