Special Issues Voters in the Nov. 2 general election will asked to express a preference on two special issues. ^ One concerns a proposed amendment to Section 9 of Article I. BAIL VOTE It deals with the category of persons who may be denied bail under the Illinois constitution. The present constitutional provision permits denial of bail only to persons charged with offenses punishable by death where the proof is evident or the presumption is great. If the people of Illinois adopt this proposed amendment, persons charged with offenses for which a sentence of life imprisonment may be imposed may also be denied bail where the proof is evident or the presumption is great. TBTAX to be decided by the voters concerns a tinuance of TB care and treatment tax in McHenry The second proposition for county. It reads: "Shall the tax for care and treatment of persons afflicted with tuberculosis be discontinued"? Each vote must be approved by a simple majority to be enforced. I hope the governor will sign my non-game checkoff bill when it comes before the next session of the General Assembly to provide additional funds for conservation. 2--"The Illinois Constitution already includes the Equal Rights Amendment and the Illinois General Assembly has enacted a round of legislation to guarantee equal opportunity here in Illinois. In addition, we have a legislative commission on the status of women, which has been extremely vigilant and the governor's office has been an advocate for women. I have heard a large discrepancy in the figures. If the amount was small, one could probably fund at the present level.
