Profile Of Drunk Driver Dining the first nine months of 1982, Illinois state troopers assigned to patrol the Illinois tollway have made 1,260 arrests for driving under the influence, more than double the amount made in the first nine months of 1981. i Captain Hugh S. McGinley, commander of District 15, headquartered in Oak Brook, stated, "From these 1,260 arrests for DUI we can give a profile of what the average drunk driver is made up of." The average age is 30 years old with the male drivers making up the majority of drivers arrested (92.5 percent). One statistic that stands out is 227 of the 1,260 arrests were under the age of 21, people who should not be drinking, much less drinking and driving. Of those arrested that took a breath test to determine their blood alcohol content the average percentage was 15.8. The state law contends that a driver with a blood alcohol content of .10 percent or more is under the influnece. A total of 271 drivers refused to take a breath test, which is only 21.5 percent. The implied consent law provides for a 6 month suspension for refusal to take a breath test when stopped for driving under the influence. Captain McGinley added, "Our troopers are arresting the drunk drivers before they get involved in serious accidents, which accounts for a 12 percent reduction of fatalities and a 31^2 percent reduction of personal injury accidents on the Illinois tollway."
