According to library director, Randy Bellinger, the Northern Illinois Library System (NILS) has ad­ ministrative responsibility for the project. Actual work on developing a library started about two years ago when a citizens' group first looked into the matter. The group investigated a number of alternatives, like merging Education Week Activity Slated Freshmen parents at McHenry high school West campus plan to meet Wednesday, Nov. 17, at 7:30 p.m. in Room 210-211 at West campus. This American Education Week activity was an outgrowth of a concern that many parents have about the con­ sistency in handling their children on weekends and after school hours. Several school personnel and youth counselors will be present to share with the Fox Lake library district, and finally opted to form their own district. Through NILS, the group applied for and later received "Project-Plus" funding, but efforts bogged down because of federal funding freezes which were put into effect. "It didn't look like the money would come through," Bellinger said. "But, earlier this year we were notified the project had been funded." In the meantime, the local com­ mittee was searching for a building to house the new library. Several commupities and schools presently have peer-parent groups in which common concerns and in­ formation sharing about their students and their activities can be done. The Project Plus grant provided $50,000 for the operation of the library and NILS contributed $11,000 for the purchase of book material. "We expect to open with more than 2,000 books and we'll be adding more material constantly," Bellinger said. "We'll offer as full a coverage as we can with a limited number of books." The Johnsburg library, as a member of NILS, will have access to the library materials (films, cassettes, books, records, etc.) of other libraries in the system. Bellinger noted that the Project Plus grant requires a referendum to be held later, which will determine the fate of the library. The referendum is scheduled for April 5, 1983. If Johnsburg area residents approve the referendum, funding from NILS and the grant will continue in the second year at the same level. In the third year, local tax money will then be used to support the library. If the referendum fails, the library will go out of existence on June 30, 1983.
