Nov. 26, Dec. 3 & Dec. 10,1982) No. 820496 Keepin' Healthy by Mary Richards In the wake of the Tylenol deaths the federal Food and Drug a d m i n i s t r a t i o n h a s ordered that over-the- counter (OTC) drugs be packaged in tamper- resistant packaging. Some of these packages have already begun to appear on store shelves. The important phrase in the above paragraph is "'amper-resistant". These packages are not guaranteed to be tamper-proof. It would be dangerous for con­ sumers to believe that the new packaging will completely prevent tampering. A package that has b e e n t a m p e r e d w i t h should be easy to spot, but it will continue to be up to you, the consumer, to use care when taking over-the-counter drugs. The new packaging will contain special seals, caps, lids and even boxes that will not only be more difficult to tamper with, but will also make signs of tampering more ap­ parent. Some boxes will be sealed with tape in such a way that it will be easy to tell if it has been broken. Bottles will be sealed with foil which will fall off if broken. These seals will be printed in a pattern difficult to reproduce. Inner seals of foil will be difficult to puncture or remove. The new tamper- resistant packaging will not .only make tam­ pering more difficult, it will make it almost impossible to conceal, provided you know what the signs of tampering are. When you purchase an OTC product, look for broken seals, open or damaged boxes, oose, torn or missing wrap­ pings, discoloration of the product itself, or an unusual odor. The FDA is also requiring that the signs of tampering be printed on, or inserted in, the new packages. Look for these inserts, and become familiar with \Y, NOVEMRF.R 2fi. 1982 them. Consumers will have to learn to use a little extra care. The regulatory agencies by themselves cannot provide 100 percent p r o t e c t i o n a g a i n s t tampering. It will be several months, at least, before all over- t h e - c o u n t e r d r u g manufacturers will be able to meet the new FDA guidelines. T h e n e w r e q u i r e m e n t s f o r tamper-resistant packaging do not apply t to food, and un­ fortunately, there are a number of food items on the market shelves which can be easily tampered with without detection, such as sauces and condiments. Food manufacturers are aware that this problem exists, and many of them are working voluntarily with packaging com­ panies to design seals to protect their products. But, even with these controls, 100 percent effectiveness cannot be guaranteed. Anytime a crime receives the widespread publicity the Tylenol killings did, there will be others who will try to copy it. So, there is a possibility that the same kind of thing will be tried again. What this all comes down to is individual responsibility on your part to look for signs of tampering, not only to any over-the- counter products you purchase but also to those food products that can be easily tampered with. If you should find a product that shows signs of having been tampered with, take it back to the store where you purchased it, and report the problem to the pharmacist or the store manager. You should do this any time an item does not look right to you, for any reason.
