According to published reports, 431,009 Illinois men had registered as of Oct. 31. That means 50,379 men in the state are violating the 1980 Selective Ser­ vice laW, risking a felony conviction, five years in prison and a $10,000 fine. Illinois' 89.5 percent compliance rate is 47th in the country. Nation­ wide, 94 percent of 9fl million eligible men have registered, according to reports. Compliance in Illinois ranges from about 75 percent for a few tiny counties to nearly 100 percent for other counties. Men must register within 30 days of their 18th birthday. r The Selective Service System office in Great Lakes said they are processing a great many registrations and it takes about two months to acknowledge them. Young men, not women, are required to register for the draft on reaching their 18th birthday. Men born in 1960 and later are required to be registered, a spokesman at Great Lakes said. Compliance is lower in states with large urban populations, but officials don't know why, Andreen said. Andreen speculated people in the inner city may pay less attention to the news media. "As soon as he's identified, we send him a letter and then he has 15 days to register," he said. . ^ If that period passes without registration, Selective Service sends another letter. Failure to comply then means the man's name will be referred to the U.S. Department of Justice. Federal authorities are prosecuting several men for failure to register. State, county and local police do not check into the draft status of a youth if he is questioned for any other purpose it was discovered. In an effort to improve compliance with the law, Selective Service representatives have been visiting Illinois high schools to talk with prospective registrants, putting up billboards in metropolitan areas where compliance is lowest. Area high schools have not had visits from Selective Service per­ sonnel. But they do have posters hung on bulletin boards to remind students of their duty to register, guidance department spokesmen said.
