PAGE 14 - PLAINDEALER - WEDNESDAY, MARCH 23,1983 Tax Time Push by Kurt Beealka SHAW MEDIA NEWS SERVICE This year 13 million individual tax returns will be filed in the Midwest, according to Michael McGrail, spokesman for the Internal Revenue Service, Chicago office. Of those, 3.6 million will be come from northern Illinois. Dave Powers, spokesman for the Illinois Department of Revenue, said, "There's always a big push the last two weeks of March." As of March 5, the state received 3.8 million forms out of an expected 4.7 million. The state tax assistance number is doing a brisk business. Last year, the toll free number--(800) 252-8972-- received 500,000 calls. The line was shut down for several months this 5 year because of budget cuts, but reopened March 1. It will remain ope at least through the fiscal year unti June 30, Powers said. Operators only answer questions on state returns. The IRS has its own toll-free number + (800) 424-1040. There is also a new Tele-Tax information service for push-button phones. The closest number for McHenry county residents is Rockford at 987-4280. McGrail said there was not enough time to organize a regional number for those with dial phones. The most common questions on the federal return deal with the marital deduction, Individual Retirement Accounts and charitable con tributions. Under new tax laws, people are able to open an IRA even if they have a pension plan at work. Also, itemized deductions for charity are not necessary. A person can deduct 25 percent of these contributions or a maximum of $25. Carol Harkness, Illinois tax Short form filers 1040A one-stop service from H&R Block. People ask operators to go over theirJorm line by line on the phone. Others seek the address of the Illinois Department of Revenue, not realizing it is printed on the enclosed envelope. (It's Springfield, 111. 62726.) On the state level, the most frequent errors are forgetting to sign or not attaching the W-2 form, Powers said. He believes there are less math mistakes with the state form since it uses a flat rate, 2.5 percent of the adjusted gross income, and does not allow deductions for All-Savers certificates or dividends. „ Powers added that refunds are running about two weeks behind, due to more stringent study of returns. The state compares its forms with computer data from the IRS for ac curacy. The average Illinois refund is $50. The average federal refund is about $700. Through March 12, McGrail's records show 91 percent of those filing federal tax forms got refunds. McGrail identified forgetting to sign returns, math errors and writing figures on the wrong line--specifically the balance due on the refund line--as the biggest mistakes on federal returns. "Y" Offers New Type Membership In an effort to be more widely available to the residents of McHenry county, the Lake Region YMCA has established a new form of mem bership, known as a daily mem bership. Previously only full-year memberships were available. The daily membership allows an individual to use the YMCA facilities as frequently as one would like by paying a small daily fee. A daily membership does not entitle the holder to register for programs and is primarily intended for those who want building access only.» The Lake Region YMCA is located on a 19.6 acre site at 7315 South Route 31, a quarter mile south of Route 14 on the west side of Route 31. Present facilities include a six-lane indoor swimming pool, two racquetball- handball courts, a 28-laps-to-the-mile jogging track, exercise rooms, in cluding a weight lifting machine, locker rooms, four outdoor lighted tennis courts, a day camp shelter, and a recently constructed motorcross bicycle track. Is it possible to delay the prog ress of her vision loss? A. The method to control Myopic increase is theoret ical. No one really knows. Imagine how the outer mus cles of the eyeball press the eye to an elongated shape when turning inward to read. The enlongated shape is pre sent in high myopia. Placing an eye patch over one eye may reduce the pressure when reading; thereby controlling the rate of increase. William Feather The McHenry County Health Im provement association, an organization which promotes better health among rural residents of McHenry county, is pleased to an nounce that it is now taking ap plications for their annual scholarship program. This year, two types of scholarships will be awarded to McHenry county applicants. As in the past, nurse scholarships will be offered to high school graduates. This scholarship helps cover expenses for training in the profession of nursing for a girl or boy from McHenry county. This scholarship also provides a small stipend for the recipients' personal needs. Due to the favorable response received last year, the McHenry Cotinty Health Improvement association scholarship committee, has decided to continue the scholarship for persons over the age of 35. This program is designed to be of assistance for tuition payments in a variety of health-related fields as well as sending small amounts of monies to assist in covering day to day ex penses.
