Cowan pleaded guilty last week on two counts of felony theft and was sen tenced to serve 24 months of probation and fined $500 on each count. In a negotiated plea before Judge Leonard Brody in 19th Judicial Circuit court, Cowan, 50, pleaded guilty to both counts of theft over $300 and waived a jury trial. His lawyer, Herbert Franks, told the court that Cowan "has made full and total restitution" to Chicago Eastern Corp., where he was em ployed for 19 years and from where he was accused with the theft of grain storage bins. Franks said Cowan also made restitution to the firm for legal fees in the case. The judge was informed that Cowan had no previous criminal record and the state agreed to the probation term and fine, including court costs. "This is a tragic episode in Mr. Cowan's life," his attorney told the court. Cowan resigned as mayor earlier this month after being cited on the criminal charges.
