Call anytime, 815-344- 4027. 4-6-4-8C SHAW MEDIA NEWS SERVICE The Wonder Lake Police depart ment and Chief John Bender came under fire again as trustees voted to make executive session tapes public at a recent meeting. At that 90-minute closed meeting, charges and counter charges against Chief John Bender and the Wonder Lake Police department were aired. "I think the Police department as a whole spends way too much money," Trustee Richard Matthei told his colleagues that February night. "They're way out of line." Trustees John Sorenson and David Kuziel spoke of more patrol time. They referred to a log sheet recorded by ex-patrolman Stephen Young on Feb. 12. During a five-hour shift, he spent 15 minutes patrolling. The remainder of the time was spent "shooting radar," as Sorenson put it. • "Basically, all we have is a traffic cop," Trustee Brian McLaughlin added. Trustees cite a lack of board control over Bender. They have no foolproof way of determining what he does on duty, particularly when he uses his own vehicle. This is further com plicated by allowing Bender to bank hours. Bender gets paid for 1,680 hours, or an average of 140 hours a month. But some months he says he works more hours. Those hours are banked and used when less patrol time is required. Mrs. Zeman pointed out that Bender's gasoline vouchers have dropped from $230 per month last December to $60 in March. "You tell me you're getting the same amount of police protection," Mrs. Zeman said. In March, Bender requested payment for 82 hours of service, 12 of those for court time. Thus, he patrolled 70 hours, although the hour meter in the car showed only 26 hours and odometer 248 miles. A third of his time patrolling is not enough, McLaughlin said. In the tapes, trustees pointed out other instances where the hour meter and time sheet disagreed. Bender said much of the time the engine is shut off. "An hour meter does not reflect the hours I work," he added. For two years Bender has reported the meter "inoperable." Following an accident with the squad car Nov. 20, a mechanic found it was disconnected. "I didn't know it was broken, disconnected, whatever," Bender said. "It was not intentional, that I know of, on anybody's part." The accident resulted in $1,427 damage to the squad car and $503 damage to the other car. Insurance covered the repair bill, but the check was never brought before the board. "I have never seen the check, whatsoever," he added. Matthei, chairman of the public health and safety committee, is working to draft a new police or dinance, based on one from a village of comparable size + McCullom Lake. The village police ordinance passed in 1975 violates state statutes by giving the president or the board of trustees power to remove the police chief, Village Attorney David Rogers said. The ordinance is also vague. "He (chief) shall keep such records and make such reports concerning the activities of his department as may be required by statute or ordinance," the ordinance states. It never defines which statute or ordinance. Since Bender started with the village as patrolman in 1978, and after former Village President James Rachel appointed him chief, he has never provided the board with a copy of his report. He was not required to. Bender said he had no objection to providing the board with the necessary documentation. Trustees even can keep the files at the hillage • hall if they wish. All Bender asks is that he be allowed to keep copies at his home in Crystal Lake and that the << files be secure so the anonymity of* juveniles is preserved. *>.
