Exhibit A No. 830165 Demonstrations Show Drunk Driving Effect The Illinois State police, the Illinois chapter of the American College of Emergency Physicians (ACEP), and the Emergency Department Nurses association have joined forces to demonstrate the adverse effects of drinking on driving. The groups threw a "party?' for the press at the Secretary of State Drivers Testing station in Elgin. Reporters were offered an open bar with a choice of beer, wine or whiskey. They were then subjected to breath analyzer tests at intervals and were observed and scored for eye-hand coordination, motor control and reaction time on a driver skill course of pylons. Although the number in the test group - six- is statistically not significant, the results were dramatic and did demonstrate to the press, that which law enforcement officers and emergency physicians and nurses have known for a long time....alcohol and automobiles do not mix. This small subject population displayed the variable effects of alcohol in that some drivers did manage to score quite well even while legally intoxicated, while others' performances were dangerous. One driver refusedTo get m the test car for the last run! When the drivers' scores were averaged, the level of in­ toxication directly correlated with deteriorating driver performance. The results were received so well by the press that a decision was made to stage six more in various locations throughout the state. At present, four have been completed with a very positive response from the media. Mark Smedley, M.D., chief of Emergency Medicine of Good Shepherd hospital, and chairman of the Public Safety and Education committee of ACEP, said that the reporters' response to this event will help bring publicity to the problems of drunk drivers. The stricter "Driving Under the Influence" legislation that makes it easier to collect evidence for prosecution will help law enforcement agencies to get drunk drivers off the road. " "Although the new legislation has been passed and is a step in the right direction," Smedley, "there is concern that it is being neutralized to a significant degree by plea bargaining in the court system. Plans are now under way to stage additional demonstrations for the the judges and district attorneys in the state as the 'guests' of these parties."
