LIBRARY TAX •'Editor: "I am writing in response to a letter from Nick Adams published in the April 8, 1983, Public Pulse column which stated that homeowners within the area proposed to be annexed to the McHenry Nunda PjrfSlic Library district could expect a tax increase of $50 to $150. Similar statements ap peared in the circular distributed prior to the April 12 election in the area proposed to be annexed. "These figures are very misleading as were statements implying that the taxes would increase because of the new library building. "The actual cost to the individual taxpayer is determ- ed on the basis of the assessed va<aation of their property and the total tax base. Ob viously, the cost to the homeowner will be less as the total tax base broadens. A homeowner with property having a fair market value of $70,000 paid approximately $54 last year for the library if he lived within the district. "If the annexation referendum election were successful, the territory comprising the McHenry Nunda Public Library district would have more than tripled. Exact figures for the increase in the tax base are not available, but one would assume that it would be proportional. In that there are no current plans for an increase in the district's tax levy, this means that the cost to the homeowner within the district would be reduced by two- thirds and the owner of the home with a market value of $70,000 would pay $18.12. "The other item which was very misleading was the implication that the cost of a new building would be foisted upon the residents of the territory proposed to be annexed. The fact is that the new building was considered independently from the question of annexation, and the Library district's current budget includes the cost of financing the new building. Some increases in the tax levy may be inevitable due to in flation, but, to reiterate, there are no current plans for a substantial, or any, increase in the budget. "Yours truly, "Frank E. Colomer, "President, "McHenry Nunda Public "Library District" age two and a half. Maternal grand parents are Wilbur and Mary McAlister of Cardington, Ohio.
